El Segundo Herald: Pub. 5/11, 5/18, 5/25, 6/1/2017 H-1631 described the medical component of the City’s offer as the “big bone of contention,” calling it “expensive” with “no allowances” for ESCEA workers. He noted that the police and fire union deals included a higher ($1,425) medical award—and while he didn’t “begrudge” the amount, he pointed out that that those employees get paid considerably more than ESCEA people. He later stated that the bottom-salary ESCEA workers “almost qualify for food stamps.” Phillip also indicated that his group---which came to prefer the four-day, 40-hour workweek after initial concerns when it was first instituted--would have been “willing to live with” coming in on Fridays as a trade-off for getting the higher medical stipend. Phillips explained that the City wished to craft a similar deal to one approved with the Police Support Services Association (which features the lower medical total). He asserted that the City put the ESCEA under a barrel when the latter expressed a willingness to talk in November 2016—with the upshot that the union would have to put out an “unacceptable offer” or else the City would impose one of its own. “We were told…as a precondition we had to waive our rights to mediation, impasse and fact-finding,” Phillips said, adding that “there’s been a change in circumstances” with new deals in surrounding cities. City Manager Greg Carpenter discussed the City’s objectives to adopt labor agreements that are more financially predictable and no longer based on previous percentage-based formulas. He explained that retirement/pension costs now take up close to 20 percent of the City’s budget with that amount expected to double in five years--so the goal is for employees to take on a greater share of this liability. The move to rein in special compensation (i.e. special education, longevity) is also part of the plan going forward. The City’s labor negotiator, Steve Filarsky, summarized the areas of agreement and dispute in earlier talks with the union. He said both parties were in accord on a seven percent base salary increase that then tacked on three more percent in year three—in exchange for the employees absorbing the seven percent employee portion of their retirement contribution (a “10 for 7” deal). But Filarsky reported that the ESCEA was not amenable to changes in overtime and sick leave pay as well as the proposed special compensation revisions. He also expressed surprise about Phillips’ remarks about the medical component, saying, “This is the first time I’ve heard health insurance is the only thing holding up an agreement.” Filarsky additionally confirmed that the City posted the fact-finding report online not long after its release. Phillips later clarified that he meant a public hearing on the report should have taken place back then. Filarsky noted that the City has been willing to continue labor talks with “supposals” and settlements, but “wanted to avoid going back to square one” whereby a new offer goes out, ESCEA rejects it and the entire mediation, impasse and fact-finding process occurs all over again—with no guarantee of an agreement after another year goes by. Councilmember Mike Dugan said the City negotiated in good faith and extended an offer that he deemed competitive, fair and equitable compared to other municipalities. Explaining that the Council was now following a necessary process on how to resolve the situation, he expressed optimism about the future. “But we’re dealing with the past here tonight,” he said (note: the imposed offer covers the 2014/15 fiscal year and negotiations will still proceed on the subsequent years). Councilmember Carol Pirsztuk agreed, emphasizing that there are “limited steps we can take” and that “we want to get into the future.” Speaking of the “long process” at hand, Mayor Suzanne Fuentes addressed the employees in the audience. “Everyone out there is a person with a soul and we care about you,” she said, while pointing out that the City has gone from $10 million in the red a few years ago to plus or minus $1 million. “We’re trying to make our ship solid so everyone has a future.” Brann’s comments on the matter came earlier in the meeting and resulted in applause from those in attendance. He called for the parties to resume dialogue and continue communicating. “The impact on morale and production is serious,” Brann said. “Imposition does nothing but damage morale further… It’s all about relationships and trust. We haven’t established that here.” •
