Sunday, November 13, 2016 Three male adults were arrested at 0204 hours from Mariposa Avenue and Sepulveda Boulevard for identity theft, conspiracy to commit a crime and possession of drug paraphernalia. • One male adult was arrested at 0427 hours from the 100 block of Loma Vista Street for disturbing the peace. Grand theft occurred between 11/12/16 and 11/13/16 in the 500 block of Arena Street. A tailgate from a Toyota Tundra was stolen. The proposed project is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to 14 California Code of Regulations §15303 which identifies the project as a Class 3 exemption (New Construction of Small Structures / Accessory Structures) and § 15304 as a Class 4 categorical exemption (Minor Alterations to Land). The project consists of the conversion of an existing single lane drive-thru to a “side-byside”/ double lane drive-thru, including new menu boards, customer ordering display, and directional signage. The project also includes a reconfiguration of the parking lot resulting in a reduction of 6 parking spaces, the installation of 1,217 square feet of landscaping and exterior site modifications to comply with the Americans with Disabilities Act (ADA) in the Heavy Industrial (M-2) Zone. The proposed project would result in negligible expansion of the existing use and includes minor alterations to landscaping that do not involve removal of healthy, mature, and/or scenic trees. Furthermore, the site has no value as a habitat for endangered, rare, of threatened species. There are adequate utilities and public services to serve the project. The project is consistent with the City’s General Plan and Zoning Code, and is not anticipated to have any significant impacts with regard to traffic, noise, air quality, or water quality.
