However, anything over 500 square feet in a garage would be counted toward the FAR. City staff walked Planning Commission Chair Ryan Baldino, Vice Chair Brenda Newman, and Commissioners John Nisley and Carol Wingate (Commissioner Scot Nicol was absent) through three “strategies” in which single-family homes could be constructed under the proposed amendment, using a 50-foot by 120-foot lot as an example. The largest single-family home under the proposal would put the home at 0.52 FAR with a 3,100-sq.-ft. house. The largest possible two-story home with the maximum 0.25 FAR would make the ground floor FAR 0.35, making the home “naturally modulated,” according to staff. The third strategy shown was to have no articulation and build 0.25 FAR on the first and second floors of a residence. “Even then, you can still get a nice house,” said a City staffer. Visual examples of how a home could look using each of the three strategies were shown. While the proposed 0.60 FAR would be applied only to lots 25-feet, one-inch wide and larger, Wingate voiced a desire to take a closer look at lots under 40 feet wide and how the new amendment would affect them. She and her colleagues asked staff to provide a count of single-family lots in the city that come in at 25 feet wide and under and those that are 25-feet, one-inch up to 39-feet, 11-inches wide. “I’m very, very concerned about having it [the proposed amendment] applied to all lots,” said Wingate. The new amendment does not apply to lots under 25 feet wide but does apply to lots in the 25- foot, one-inch wide range and wider. The existing code applies to lots 40 feet wide and wider. Lots not as wide as 25 feet would be considered exempt from the new provisions. City staff said only a few exempt lots exist in the community and “even fewer” lots in the second range of concern--the 25-feet, one-inch wide to 39-feet, 11-inches. Staff noted that one area of the city, primarily on Eucalyptus Avenue, does have about “three dozen” lots in the lower than 40-feet-wide range that might be impacted. The proposed amendment was the work of the R-1 Modulation Committee, which consists of seven members, including City staff, Nisley and Nicol, and professionals in real estate, home development and building, and architecture. City Council called for the Planning Commission to create the subcommittee to review current single-family building codes to see how effective they are and to clean up and perhaps eliminate certain aspects to simplify building or remodeling a home. One resident who lives on a cul-de-sac questioned whether or not the new amendment, if approved, would be fair to homeowners whose cul-de-sac lots are “pie-shaped” and not the standard rectangular dimension. A decision made by Congress in 2010 could be contributing to the recent gains. Congress authorized the CDC to roll out its diabetes prevention program nationwide. A powerful endorsement followed  this year when the U.S. Department of Health and Human Services started paying for Medicare recipients who take part in the program. Health officials are cautiously optimistic about the early gains and new research into possible triggers for diabetes. The treatment options a decade ago were limited and that is changing, reports Dr. Drew Bremer, a top diabetes researcher at the National Institutes of Health. “As a field, we are evolving and going beyond looking just at glucose numbers and focusing on the entire patient,” he said. Dr. Bremer noted that there are eight classes of drugs available to diabetes patients, and research is ongoing to guide physicians in choosing the most effective new and old medications for controlling high blood-glucose levels. Patients and their families shouldn’t expect new therapies to appear overnight. Researchers have even found a link between coffee consumption and warding off diabetes, though it’s not because of the caffeine, they say. Stamping Pool Decks two previous plans that were rejected, this time with a covenant mandated to require all deliveries in the loading space be done before and after business hours, Ramey’s plans passed compliance. Those plans call for a passenger car loading space and not the small truck loading space required by code and the ability to locate the loading space behind the building in the 25-foot drive aisle for one of the parking spaces required for the project. In its report, staff noted that the “depth and size of the lot make its request reasonable for the proposed office and warehouse uses.” In his application, Ramey noted that large items for his business are delivered directly to job sites, making the small truck requirement unnecessary for his business. Ramey had previously tried to include research and development space in his building and putting the loading zone in front of the building in a public right-of-way. Both of those plans were rejected. Traffic and Parking Impacts of In-N-Out Burger Earlier in the meeting, staff reported on In-N-Out Burger’s impacts on parking and traffic during the first six months of operation, noting that the establishment complied when asked to keep its two drive-thru lanes open during lunch to alleviate a traffic backlog into the surrounding parking lot. Staff said that while the parking lot was busy during peak hours such as lunch, the shopping center always had available spaces for its other businesses. Staff also said traffic flow and pedestrian safety at the intersection of Sepulveda and Mariposa appeared to have improved thanks to modifications to the roadway and signal timing. Representatives from In-N-Out Burger and Queen Esther Square, the shopping center owner, also noted that workers were using the underground parking, which had been improved to accommodate more use. Staff added that the City had not received any emailed or mailed complaints about having In-N-Out Burger in the community. The next Planning Commission meeting is scheduled for Wednesday, December 8 at 5:30 p.m. in the Council Chambers at City Hall, 350 Main Street. In addition to the draft R-1 changes, the Planning Commission expects to hear more about the Park Place extension. •
