As part of the redevelopment planning process for the new developments taking place at Hollywood Park, the city took what they describe as “an organic” approach to studying and receiving public input from residents. In order to carry out that organic approach, Hollywood Park Land Company hosted four community workshops from April to August in 2006 along with block group meetings and presentations to community groups. “The workshops focused on identifying goals and preferred residential product types, architectural and landscape characteristics, and via an application to allow for the mix-use of the properties outlined in the original specific draft plan; in addition to adopting the plan in order to create a design and the development standards associated with the plans, which would also require rezoning of the property. After a public hearing in May of 2009 and several adjustments, the city council declared the Hollywood Park Redevelopment Environmental Impact Report complete and adequate. Following four amendments to the original specific plan, the project was ready to move forward. “In early 2015, a voter sponsored initiative petition (the “Initiative”) began circulating the City for the purpose of the City approving amendments to the General Plan, the Municipal Code, and the Original Development Agreement, and to add a new chapter to the Original Specific Plan, to permit implementation of the Stadium Alternative Project,” states the staff report. Approved by the council on Feb. 24, 2015 “the Initiative” allowed for the amending of the original specific plan, which includes the initial mix-use element and the new chapter that adds the Stadium Alternative Project. Due to the Stadium Alternative Project the northern parcel of the property has been added to the overall development plan. “Each landowner agrees to pay the cost of public improvements required to develop its property as specified in exhibits C or C-1 of the Amended and Restated Development Agreement,” states the staff report. Those improvements through the Hollywood Park schedule are located along the northern side of Century Boulevard and eastern side of Prairie Avenue. All permits have been obtained to begin work on the identified improvements, and the work has been modified to conform to the Stadium Alternative Plan’s requirements. “These offers of dedication conform to the final revised plans and specifications for the Stadium Alternative Project,” states the staff report.
