Photo Courtesy of Inglewood Police Department Bids for Painting of Darby Park MLK Center Rejected By Cristian Vasquez At their most recent meeting, the Mayor and members of the Inglewood City Council opted to reject all bids submitted for the painting of the Dr. Martin Luther King, Jr. Community Center at Darby Park. In addition, the group authorized that the project return to the bidding process. Darby Park’s 14 acres are home to a multi-purpose room baseball field, skate park, tennis courts and two full-sized basketball courts. The Community Center, located at 3400 W. Arbor Vitae, hosts a wide range of events, ranging from preschool activities to workshops to fitness classes. The facility has not been painted in more than 15 years, so the City developed the Darby Park Interior and Exterior Finishes Project in order to properly repair and paint the building inside and out (not to include the weight room, pine room and gym). There were 30 Request for Bids (RFB) sent to different contractors. While the RFB itself was advertised on the City’s website, that effort attracted 11 of the contractors to the mandatory pre-bidding meeting and walk at Darby Park. Of those contractors in attendance, six submitted bids: Piana Construction & Painting Inc. ($200,000), Fix Painting Company ($154,000), Stolie Painting ($94,000), Skyline Painting ($73,000), CTG Construction ($64,000) and Just Call the #1 Painters, who didn’t provide a price. Initially the allocation source for the project was the City’s general fund. However, it was later determined that the appropriate funds should be provided through Capital Improvement Project monies. With the new funding source in place, the City is required to include the California Labor Code of Prevailing Wage in the bid – so all bids must be resubmitted. Council Approves Moving Forward With HCV Administrative Plan The City Council approved the Inglewood Housing Authority (IHA) Section 8 Housing Choice Voucher Program (HCV) Administrative Plan in order to establish local policies for the program’s administration. The plan is required to meet U.S. Department of Housing and Urban Development (HUD) regulations, along with stating the IHA’s policy in all areas in which the IHA is granted the responsibility to establish local policy. Each IHA plan is required, as a formal document, to outline for each involved agency or party the decisions made by the agency where federal laws and regulations do not give direction to the IHA’s actions. In addition, it is the responsibility of the IHA to update the plan and to ensure that staff acts under the policies outlined in the document. All of the changes to the IHA’s plan are of an administrative nature and are required in order to guarantee that the body itself is in compliance. Several other changes are rooted in the IHA’s desire to cut down on administrative costs linked to running the program. Among those changes are the following, as stated in the staff report signed by Acting HUD Programs Manager Harjinder Singh: “Update the plan to perform Housing Quality Standard (HQS) inspections from annually to biennially as has been recommended by HUD. The IHA will continue to reserve the right to require annual inspections of any owner at any time. Also, this will not change the policy that a tenant can request an inspection at any time to ensure that the unit meets minimum requirements.” According to the staff report, the changes are also required to “revise the plan to no longer require interim reexaminations for changes in income in most cases. This will alleviate the tenant from having to contact the IHA is there is a change in income prior to the regular annual re-examination. This revision will math the policy of the City of Los Angeles Housing Authority and will reduce overall administrative costs for IHA.” Due to voucher program regulations, the policy areas covered in the administrative plan must be specified. On occasion HUD will change regulations in order to include new administrative requirements to the plan. When said changes occur, it is the responsibility of IHA to update its administrative plan to include newly adopted HUD requirements. Other changes to the IHA’s policies, which are discretionary and not regulatory in nature, include allowing the IHA to provide several notifications via email whenever an email address is provided by the tenant or owner in an effort to reduce postage costs while meeting the client’s preferred communication method. In addition, the IHA will be allowed to determine local preferences when selecting applicant families from the waiting list. Preferences can be based on residency, elderly, low-income and/or disability criteria. “The administrative plan becomes the IHA’s official policy when it is approved by the Board. HUD must receive a copy of the plan, and may require changes if the policies adopted are inconsistent with program regulation requirements.
