City Council Elects New City Clerk; Aggressive Campaign Against Illegal Fireworks By Haleemon Anderson The Lawndale City Council elected longtime resident Rhonda Gorman Hofmann to a two-year term as City Clerk by unanimous vote Monday. The action, taken at the final meeting of the fiscal year, fills the position vacated by Bernadette Suarez, who assumed the council seat of the late Larry Rudolph. Hofmann and applicants Sirley Cuevas and Henrietta Martinez were asked to introduce themselves and answer questions from the council. Nominations were called for and Hofmann was nominated by her predecessor, Suarez. “I’m ecstatic,” Hofmann said after the vote. “I was looking for three votes; I’m happy with five.” She was sworn in with her mother Doris at her side. Her father, Harold E. Hofmann, was mayor from 1990 until his passing in 2013. The Lawndale community center is named in his honor. The council also filled seats on the city’s cable commission and senior advisory committee. Mayor Robert Pullen-Mills noted that all four applicants to the cable group and nine of the 11 who applied to the senior advisory are incumbents. All members were unanimously approved for appointment to two-year terms. These shared governance committees provide recommendations to the council. One seat on each remains unfilled. In the public safety report, Lieutenant John Hocking detailed an aggressive, pro-active campaign against illegal fireworks. The sheriff’s department, in collaboration with Los Angeles County, intends to crack down on illegal sale and usage through an elaborate program of undercover buys, communication and increased manpower. “We will have 16 extra deputies on patrol,” Hocking said. He said legal fireworks and sales sites should clearly display the “safe and sane” logo. He cautioned that this “no tolerance” policy is being communicated through multiple sources, including social media, digital signage all over town, local news and magazines and flyers detailing guidelines, penalties and sales information. Illegal fireworks have been a constant source of resident complaints before the city council. Hocking said patrols will target residences and blocks were previous complaints have been registered. He suggested people sign up for Nixle.com, a community information website which sends out localized alerts, advisories and traffic reports to registrants. Routine consent items (2-15) were passed unanimously. A public hearing was opened and closed without comment on item H.16; the council unanimously approved support for a federal grant application for fireworks suppression and law enforcement at parades. The council took action to designate or reaffirm standby officers, forwarding names to staff. Designees will be notified and contact information filed and updated as necessary. This action is taken to preserve government chain-of-command if any councilmember becomes unable to serve due to a state of emergency. Other council action included adding sharps disposal and an organics waste disposal component to the extension contract with Republic Services and updates to current regulations for massage establishments. Mayor Pullen said SB731 established uniform rules and regulations for the massage therapy industry. In 2014, Governor Jerry Brown added local regulatory authority, including limiting the number of retail stores per populations, and minimum sanitation rules. Council member Jim Osborne said the new rules are welcome. “This will limit the numbers,” Osborne said, noting these stores are often fronts for unseemly activities. A representative of the South Bay Workforce Development Board gave a year-end report of the organization’s impact in Lawndale and 10 surrounding cities. SBWDB delivers employment and job training services to adults and youth. This year’s job fairs have seen an increase in on-the-spot hiring and second interviews. The organization received a $25,000 grant from Chevron, and is continuing to build up broadband infrastructure in the area as a way to retain businesses and corporate interest in the south bay. A 15 minute closed session on proposed litigation netted no reportable action, according to City Attorney Tiffany Israel. The council attended the Health and Safety Pet Fair last weekend, and thanked staff for mounting the successful event. Member Osborne congratulated Hofmann and the other newly appointed committee members. Osborne said he will continue to watch closely the Metro tax measure, which is proposing a train stop in Lawndale. Osborne said the impact in noise, congestion and potential cost to the city could be critical. Sam Pena of Republic Services noted that due to the July 4th holiday falling on Monday, trash and recycling pick up will be delayed by one day. Robo-calls will go out, and residents are suggested to put trash out on Tuesday. The meeting was adjourned in honor of Robert Haywood, a 60-year resident and WWII veteran who passed recently.
