After presentations by three development companies, the Council unanimously granted rights to Frontier Real Estate Investments. The decision allows the firm to develop the successor-owned property, and to ultimately give the City what it has wanted for years—a sit-down family style restaurant. Frontier representatives showed the Council an elaborate rendering of their vision for the coveted corner, which includes a Rock & Brews concept restaurant. They estimated the completed project could bring 150 new jobs and $100,000 in sales taxes to the City. “I believe those numbers are conservative,” said Dave Furano, co-founder of the organization. Furano elaborated on the project, saying he is resolute about positioning signage for the establishment to be seen from the [405] freeway. “That will bring them in,” he said. Six developers answered the City’s Requests for Qualifications during the open period from December 15, 2016 through March 30. The companies were interviewed and rated along a specific criteria. In addition to Frontier, Globiwest Hospitality Group and X.J. Grand Hotel LLC were selected to move forward for consideration by the successor agency. Globiwest representatives presented a hotel-restaurant combination, saying this configuration would improve the business environment and “be the best use overall” for the location. Grand Hotel, owners of Best Western hotels, pointed to the benefits of their chain which operates as a membership organization. Public comments pointed to the negative impacts of noise, ingress and egress points on traffic flow and general environmental factors during construction. Resident Pam London said the move forward is welcome. “I want to see change at that corner,” said London, who has championed new development in the city. Councilman Jim Osborne noted that Frontier already owns a portion of the parcel. He reminded the Council of its position on a “sit-down restaurant.” Mayor Pro Tem Dan Reid also reiterated the desire for the restaurant. Councilwoman Bernadette Suarez had noted previously the need to appeal to both millennials and families.
