Lawndale City Council Extends Synthetic Turf Urgency Ordinance By Nancy Peters On Monday, December 7, at the last City Council meeting for the year, the Council voted to extend the Urgency Ordinance for the installation of synthetic turf and droughttolerant landscaping in yards throughout the city. The extension, from the original 45 days of the approval on November 16, gives the ordinance 22 more months and an additional 15 days. This extension will allow the Planning Commission and staff to present a more comprehensive and permanent set of regulations for front area setbacks and side areas of corner properties to comply with the state regulations. Installing synthetic turf and landscaping requiring use of less water is in compliance with the state law signed by the California governor in October mandating compliance by all cities as the state experiences a continuing drought. The placement of the synthetic turf or other drought-tolerant landscaping can cover 50 percent of the entire area, while 50 percent must be live plant material. The length of synthetic turf must be no more or less than 1.25 inches and must be an approved green. Plans must be presented to the Community Development Department for approval before installation by a licensed contractor. Yard preparation must include irrigation removal or capping, weed barrier, and proper base installation. The original 45 day-Urgency Ordinance, passed by a unanimous vote on Monday, November 16 following a public hearing. The motion for extension was also preceded by a public hearing and was passed by unanimous vote. The word “urgency” attached to the ordinance means that it is effective immediately. The trash collection vendor, Republic Services, Inc., requested an increase of their residential and commercial rates for the years 2016 through 2019. The current rates will be raised by $0.08 in the first increase year, and overall will only increase by approximately $1.20, or less, depending on the type of service, the size of the gallons for the pickup cart and the number of times for pick-up in a month. The City Council approved the requested increase of approximately three percent for all trash collection, beginning on January 1, 2016 and continuing through December 31, 2019 by Republic Services, an entity of Consolidated Disposal Services, LLC. The South Bay Workforce Investment Board presented a new program available to all its members, which includes the city of Lawndale. The service includes a new website, southbaybusiness.org, which includes profiles of all participating members and allows for sharing of information on jobs to be filled and how cities can work together to fulfill placement of residents seeking employment throughout the South Bay. The Regional Affairs Manager, Chris Cagle, is available to all cities for assistance with the program. The Annual Christmas Baskets for Underprivileged families and Senior Citizens will take place the weekend of Friday, December 18 and Saturday, December 19. Volunteers are needed to assemble the baskets with the donated items of food for families, beginning at 6 p.m. on Friday and then from 10 a.m. to 6 p.m. on Saturday in the Lawndale Community Center. Toys, non-perishable food items, or monetary donations can be made at City Hall during regular business hours. The City Clerk announced that candidates for the Municipal Election in April 2016 may obtain the filing papers from the Assistant City Clerk at City Hall during normal business hours. Filing of papers for candidacy must be made at the County Registrar’s Office prior to Midnight on January 21, 2016. The election will be for the office of Mayor of Lawndale and two City Council seats. The Public Safety report included the apprehension of a suspect driving erratically near Hawthorne Boulevard and Manhattan Beach Boulevard on November 27. The deputy observing the vehicle attempted to make a routine traffic stop to investigate the situation when the suspect driver refused to stop and a vehicle pursuit ensued. The vehicle stopped after a half-mile and the deputy determined the driver was driving under the influence. The passenger and river were arrested and booked, following the discovery of a loaded firearm in the vehicle. In a second incident on December 2, a deputy stopped a motorist for driving through a Stop sign at 162nd Street and Firmona Avenue. The occupants of that vehicle were carrying a loaded automatic Uzi and a .45 caliber handgun. They were arrested and booked, charged with a variety of firearm violations and for an ex-felon being in possession of a firearm. In a third incident, this one on November 20, a suspect was arrested after attempting to stab a business owner at his place of business over a disputed transaction. The suspect was taken into custody and booked, charged with assault with a deadly weapon. The City Council voted on October 5, 2015, to cancel the regularly scheduled City Council meeting on December 21, 2015.
