Pierce offered the City several prepayment discounts ($38,000), equal to a 3.4 percent interest rate (4.12 percent annualized) on a 90 percent down payment. In addition, Pierce offered a multiple-unit discount of $10,000. The staff report also states that the Fire Department has traditionally purchased its engines and trucks through the prepayment option along with a performance bond. Described as the leaders in the industry in the staff report, Pierce Manufacturing Inc. and Seagrave Fire Apparatus are the only companies to supply the department with fire trucks (ladder trucks) and fire engines and is credited to contributing to safer, more efficient operations, having an positive effect on training and maintenance. “Through the history of the Fire Department we have sought out the highest level of manufacturers since we keep them for such a prolonged period of time, so we are looking for a high-end fire engine,” Assistant Fire Chief Miller said. “We used to purchase from a company called Seagrave and we always got competitive pricing from Pierce, since they both did all of their manufacturing in-house and didn’t outsource any of it.
