Local and federal agencies should be working together, and a single agency could handle a Northrup permit application to make the process more efficient. Many federal environmental rules are enforced by the states. “Consolidate the review at a single level and within a single agency,” Foster recommended. Where more than one state or federal agency is involved, he suggested to clearly define the lines of responsibility so the process isn’t slowed by multiple requests for information. State and federal agencies often want the same data to assure them a company has practices and procedures in place to comply with environmental rules. Northrup Grumman told Ross the current permit process is redundant and time-consuming. If the agencies could share the data submitted by Northrup, then that alone could speed up the process and make the company’s wait times shorter. The federal comment period closed on March 31. A spokesman with the Commerce Department confirmed that manufacturers’ recommendations would be reviewed and used by Ross to prepare a report for the president. The Commerce Department hasn’t said when that might happen.
