Simple as that and free!!! by Torrance Transit Director Kim Turner to enter an agreement with Western Highway Products for the new bus stop signs, poles and related hardware. The project will cost $43,461.32 and is scheduled for completion by December 31, 2017. Funds to pay for the upgrades are available in the Transit Department’s Facility, Equipment, Automation Projects Fund, which were obtained through Federal Transit Administration Grant funds. The new signs will be designed to facilitate and make more convenient for Torrance Transit riders to locate, identify and use the city’s transit services. The Transit Department released a Request for Proposals in February and received two bids: one from approved vendor Western Highway Products and the other from Maneri Sign Company in the amount of $185,965.08. Both bids were evaluated by three-person panel consisting of a transit operations manager, a transit administrative and analyst from the administrative division, and one representative from the planning and design team. “It appears one of the vendors misunderstood the pricing sheet for simple items such as nuts and bolts, which would cost on average 75 cents to a dollar at any hardware store,” said James Lee with the Transit Department. “They accidentally misplaced the decimal point so they were charging up to $10-$50 per unit. Once they submitted the quote there was no way to resubmit, but we reached out to them to try and do a debrief.” Despite the clerical error, Western Highway Products earned a higher evaluation score (98.33) than the Maneri sign company (70.33). The panel judged the proposals based on understanding of the project requirements displayed, qualifications of the firm and its personnel, responses from references and cost. Western Highway Products was described in the staff report as having extensive experience in “performing similar manufacturing products for other agencies” such as Omnitrans in San Bernardino and Palos Verdes Transit. With an estimated 800 signs, the project will be completed one corridor at a time in order to cause the least amount of disruptions and inconveniences to transit service. Funds Appropriated For Armed Forces Day Parade Members of the City Council also voted to set aside $7,800 from the Airport Aeronautical fund to the Western Museum of Flight so that 27 airplanes can carry out flyovers during the 2017 Armed Forces Day Parade. For 57 years, the City of Torrance has hosted the Armed Forces Day Parade and part of that celebration has included airplane flyovers. The flyovers supplement the entries displayed on the ground while entertaining residents in attendance.
