Next year the city is projecting $185 million in revenue with all three combined. Also helping the city’s budget is the end of what Tsao described as the Triple Flip. The Triple Flip stems from the $15 billion bonds that were issued in order to bridge the state’s budget deficit in 2004. The state decided to issue bonds but in order to repay the bonds the state decided that everyone should be involved so counties, cities and schools districts had to play a role. The state dedicated 2.5 percent of sales tax to repay the bonds, which they decided to take from cities. Since they were taking that away from cities and counties, the state decided to give back property tax in almost the same amount. As a result, that property tax was removed from the school districts. Seeing the shortfall by the school districts, it was decided to use money from the general fund. With the bonds finally repaid, sales tax will be returning to cities in a monthly basis, beginning in January. “We brought to you a balanced budget; it encompasses some of those early elements which encompasses the wage and the PERS allocations and other expenditures already committed toward this coming year,” Jackson said. “We are seeing our five year projection still holding well but not enough to flex us for this coming year.” •
