Participants were able to drop by for a five minute, hands-on demonstration that could save a life of a stranger or someone they love. Trained staff and members of the Torrance Fire Department were on hand to demonstrate the basics and proper technique of hands-only CPR. The recommendation made by the city’s Development Director, Jeffrey W. Gibson, came to the council after the body directed city staff to provide information on Internet sharing services for short-term vacation rentals, on May 5, 2015. In recent years short-term rentals have become a popular alternative for vacationers trying to save money on lodging expenses by avoiding hotels. For property owners, who can join marketplace groups online to provide lodging accommodations, short-term rentals have become a convenient source for extra income. At the time of the Ordinance’s approval, the city’s municipal cod did not prohibit the existence of short-term rentals within city limits. However, city officials have received various emails from residents asking that the city take action against short-term rentals. “The draft ordinance is modeled after the City of West Hollywood and City of Seal Beach, both of which ban short term rentals,” states the staff report signed by Gibson. “Various negative secondary impacts have been associated with short term rentals such as increased noise, traffic, parking demand and other city services.” The city council received a Land Use Study [LSU16-00001] on March 1 in order to consider regulating short-term vacation rentals within city. It was at the hearing that the council directed staff to prepare the ordinance to prohibit SVRs. “The prohibition of short term rentals in the City is being done to preserve the quality of life in residential neighborhoods as these types of rentals are typically considered commercial in nature,” states the staff report. “The ordinance provides definitions for advertising, hosting platform, rent and short term rental.” As defined by the ordinance, short-term rentals are prohibited for any commercial and residential purposes, in any residentially-zoned property, or part of it for less than 29 days. Also prohibited by the ordinance is the advertising and use of property for rentals such as weddings or large parties; however, churches have been labeled exempt when they are located in a residentially-zoned area.
