Dr. Stabler described the district’s financial situation as stable and improving but still delicate. “Right now, if things went bad and we didn’t get additional funds, we would have a problem in 2018-19,” Dr. Stabler said. “If we were to give any type of a salary increase this next year, along with that two percent, and let say we only got a really small amount of new money from the state, then we would have a problem in that 2018-2019 out year. Right now we are fine.” The board is expected to vote on the final budget and LCAP, LCFF plans. The district has 45 days after the state adopts the budget to make revisions. Torrance Unified School District’s LCAP goals are focused on ensuring that: all students are provided fully credentialed teachers as well as instructional material that meets state standards within safe facilities; school district’s must provide professional development, provide professional learning communities; achieve student success in a “rigorous curriculum” through academic support and course access; ensure students are achieving set academic standards; provide behavioral interventions and a positive campus climate; and engage in parent outreach and education. After Governor Brown’s May revise and conference committee budget meeting, there was a little more money put into LCAP but less money into the mandated cost onetime reimbursements. “The governor does his May revise, then the Senate and Assembly through the conference committee put together their own items that they would like to see in the budget,” Dr. Stabler said. “If the Senate and Assembly, each one passes it, then the governor will consider any changes the Senate or Assembly made have made”. On June 16 Governor Brown announced a budget agreement with the State Assembly and Senate that falls in line with his May revision revenue estimates. The agreement is expected to save billions of dollars, pay down debt and redirect more funds to schools. Dr. Stabler’s presentation indicated that the district’s current financial reserves are above the state mandated requirement but that it is expected for said reserves to dip by 2017. “Dues to the salary increases and just ongoing cost issues we have been spending the reserve down each year, for the last couple of years,” Dr. Stabler said. “During the great recession we were able to put together a pretty high reserve with some of the things that we were able to do here in the district. It is our intent to spend the reserve back down to our minimum requirement which is three percent.” At the moment the district’s reserve is at 13 percent, based on current information. However, due to a salary settlement that was reached with the teachers’ association, that number will change. “We have reached a salary settlement with the teachers association that will go July 20.
