The Department’s Bureau of Justice Assistance
(BJA) administers the program, hence allowing
states and local governments to fund a
wide range of activities designed to prevent
and control crime, as well as to improve the
criminal justice system.
For the Torrance Police Department, the Cadet
Program will continue to allow young adults
in the city to develop law enforcement skills
and knowledge. All cadets must be enrolled in
a two- or four-year college or university and
take 12 units per semester, while maintaining a
2.0 grade point average. They must be at least
18 years old (no older than 21), have a valid
California driver’s license, and have earned a
high school diploma or GED. Each potential
cadet’s background check will include job and
personal references, arrest records, credit history,
use of controlled substances, medical and
psychological evaluations, drug screening and
a polygraph. Cadets are expected to work an
estimated 19 hours each week, but shifts are
scheduled to accommodate each individual’s
school schedule.
The department accepts applications on an
ongoing basis. Persons interested can fill an

form. Applications are also available
at the Torrance Police Department and can
be submitted to the front desk officer upon
completion. Additional information about the
