the Regional Auto Theft Team.
Whalen additionally announced that the
department’s new marketing plan will go live
on April 1. Recruitment efforts remain aggressive
to build the number of sworn personnel
back up to budgeted levels. Six new officers
came aboard in 2018 (though two failed the
academy). Of the remaining four, one is now
in patrol and another in field training while
the other two currently attend police academy.
This year, the department hired two more officers
(in academy). With three retirements/
resignations last year figured into the mix,
Whalen reported an overall net gain of three
counting the 2019 hires. The next few weeks
will also see promotions for two sergeants
to the rank of lieutenant. “They will be as-
signed to Operations and will be the Patrol
Area Commanders,” Whalen said. “One will
be assigned the area of the city west of PCH
and the other east of PCH. They will be going
into the community and building relationships
with all of our stakeholders to help mitigate
the crime trends and continue to promote our
crime prevention efforts.”
While crime levels in El Segundo fall below
the more remote and affluent residential areas
such as Palos Verdes that are not freeway-close
nor easily accessible, they are fairly similar
to neighboring Manhattan Beach while running
quite a bit below Santa Monica. Whalen
pointed out that the numbers (especially in
residential pockets) were comparatively good
when considering the sheer size of El Segundo’s
daytime population. “I believe we are a very
safe community,” he reiterated. “And we will
continue to pay attention to trends...” •

Possible Amendment to the affordable housing requirement within the 540
East Imperial Avenue project to provide eight affordable units rather than six

Project Description: On September 28, 2016, the El Segundo City Council approved land use
entitlements, a Development Agreement and a Specific Plan for the development of 34 multi-family
dwelling units and 24 single-family dwelling units at 540 East Imperial Avenue. As a condition of approval,
the developer was required to provide six units of affordable housing, consisting of two units for qualified
extremely low income households, two units for qualified very low income households, and two units for
qualified low income households. As part of the Development Agreement, the developer / applicant paid
$300,000 to cover the City’s costs in administering the affordable housing program for the six units.
The applicant requests an amendment to the conditions of approval, the Development Agreement and
Specific Plan changing the level of affordability to moderate income units as defined by state law, and
proposes to increase the number of affordable housing units to a total of eight units.
As of the preparation of this notice, the applicant has not offered to reimburse the City’s costs in
administering the affordable housing program for the two additional units. In addition, the two additional
units are intended to address the expected increased profits the applicant will likely receive by changing
the affordability levels for the six units. City staff will present options to the Planning Commission as to the
City’s costs of administering the program and the developer’s expected profits, so that the Commission
can make recommendations to the City Council.
Please note that the Planning Commission is not the final decision making body for this request. The
Planning Commission will consider the requested amendment and will make a recommendation to the City
Council. The Planning Commission’s recommendation on the amendment will then be presented to the
City Council for action at a future public hearing. Public notice will be provided of future City Council
meetings.
