Notice of Scoping/Initiation
of Studies for the
I-105 ExpressLanes Project
WHAT’S BEING PLANNED? The California Department of Transportation (Caltrans) and the
Los Angeles County Metropolitan Transportation Authority (Metro) are preparing engineering
studies and an Environmental Document to study the possible implementation of
ExpressLanes along Interstate I-105 between I-405 and I-605. The project will also study the
I-105 west of the I-405 to Sepulveda Boulevard and east of the I-605 to Studebaker Road to
identify potential signage locations and access points into the ExpressLanes.
WHY THIS NOTICE? The purpose of this public scoping notice is to solicit comments from
public agencies, private entities, and interested individuals regarding potential social,
economic, and environmental issues related to the project. The Scoping notice also ensures
that these parties are involved early in the environmental planning process. Public scoping is
an important step in the preparation of the draft environmental document. A Notice of
Preparation is available for public review and comment in conformance with the California
Environmental Quality Act. We want to hear your thoughts and welcome your participation.

Obituaries
Betty J. Rubly
Betty J. Rubly of Hollenbeck
Palms in Los Angeles passed
away peacefully on February 28th,
2018 at the age of 85 years young
after a struggle with multiple
myeloma. Betty Jeanne Bowering
was born March 5th, 1932 in St.
Joseph Missouri to Hayward and
Lillian Bowering. Betty and Richard
Rubly, mechanical engineers
met at Garrett Air Research Co. in
Los Angeles and were married
at the Wayfarers Chapel in Rancho P.V., subsequently
residing in Manhattan Beach, CA.
Betty worked in Northern California as a
buyer at a few high tech companies constantly
working her way to contracts and administration.
Betty played a large role in A.P.I.C.S.
She earned her degree at the University of
Irvine. Betty also earned regional manager for
Youth for Understanding, a foreign exchange
student program. She worked and retired
from Hughes Aircraft in 1994. In 1995, she
decided to return to work for B/E Aerospace
and eventually retired in 1999. Betty lived in
El Segundo until 2008 when she located herself
to Hollenbeck Palms. She was a proud member
of the Hughes Aircraft Retirement Association.
After retirement, Mom enjoyed travel around
the world cruising, visiting relatives across the
country with her sister and volunteering at the
Getty Museum, which gave her a
great amount of pleasure and pride.
She enjoyed the easy peasy life
at Hollenbeck with exercise and
yoga, Tai Chi, meditation classes,
Faith and Film seminars, shopping
excursions and playing bridge
with her friends and family. She
constantly bragged about her Hollenbeck
home, stating it was like
a cruise ship in the ground with
wonderful administrators, staff
and friends offering her an unlimited amount
of pleasure. Mom enjoyed traveling to Baja,
spending holidays and weekends with family.
Betty is survived by her sister Doris Dosser,
91 of Reseda, Ca., her son Carl Rubly, 59 and
his wife Cindy Rubly, her daughter Jeanne
Rubly, 56 of Norfolk, Va., grandchildren Brandy
Fournier, Heidi Rubly, Ashley Horrell, great
grandchildren Afa, Elizabeth, Coby, Mikey,
Londyn and Ygritte. Betty/Mom/GeeGee was
always a loving Mother, Mother-In-Law, Sister,
Grandmother, Great Grandmother and friend.
She will be deeply missed by all.
A Celebration of Life will be held at a date
to be determined @ Hollenbeck Palms 573 S.

Loretta M. Frye
Long time El Segundo resident,
Loretta M. Frye, passed away
peacefully in her home with her
family by her side on March 1,
2018. She was born on September
7, 1935, in Chicago, Illinois.
Loretta was a talented dancer
and came to California to work
at NBC Studios in Burbank. As
a single woman in the 1960’s,
Loretta successfully litigated and
prevailed for the right to adopt
and raise a child. She was always very
proud of her accomplishments and was an
early trailblazer for women’s rights.
Loretta became a successful real estate broker
serving South Bay home seekers for many years.
She always exhibited a passion for the welfare
and wellbeing of everyone in El Segundo.
She tirelessly advocated for improved senior
living conditions throughout the
community. It was nothing for
Loretta to take in laundry and
deliver hot meals to those who
needed help and she also helped
many seniors and others prepare
their tax returns for over 25 years.
She enjoyed her reputation
as an outspoken, no nonsense
individual who cared about El
Segundo residents. She feared
no one and always said what was
on her mind, which earned her the respect of
so many. She is survived by her son, William
Frye, of El Segundo. Per her instructions,
no formal services are scheduled. However,
three masses will be offered in her memory
at St. Anthony’s Catholic Church at 8:00AM
on March 12th, 12:10PM on March 13th and
5:00PM on March 18th. •
