country coach and event organizer Marcos
Bolanos said he hopes to net $5,000 in order
to fund the bulk of uniform, air and hotel
costs for a future Seattle trip for his elite
runners. The Council settled on a permit fee
of $1,750 -- about half the projected revenue
loss for a typical Saturday given the fact that
concession sales can make up a chunk of the
difference. In contrast to a needed police/
security presence at the Craft Beer and Music
Festival, the Cross Country Invitational will
require minimal City staff time, according
to Recreation and Parks Director Meredith
Petit. She added that participants will park
on Hughes Way and walk from there to the
driving range. The regular Lakes lot will
serve as a staging area for the runners. In
supporting the request, Pirsztuk commented
that this “will definitely bring people to town.”
The Council opted not to grant a request
by the El Segundo Chamber of Commerce
and El Segundo Police Officers Association
(POA) to waive all fees for the August 18
Main Street Car Show – instead maintaining
the 75 percent waiver currently in place for
that event as determined by a policy decision
in 2014. The applicants did get approval to
operate a beer/wine garden on Holly Avenue
just east of Main Street during the show. Staff
will return to Council with more specifics on
security for that portion of the event.
Petit noted that the Council did allow
full fee waivers for the Car Show the past
two years due to special circumstances. In
2016, the POA unexpectedly pulled out of
the event and the Chamber stepped in to
save it. Last year, both parties partnered to
produce the program. However, Boyles felt
it important to remain consistent and stick to
the “scorecard” system that set the policy on
special event fee waivers for various groups.
His colleagues agreed. With an estimated
City fiscal impact at $6,150, the organizers
would pay a $1,537 fee. Last year, the POA
and Chamber netted $3,350 apiece from the
event. This year, they can also garner additional
monies from merchandise sales as
well as the new beer garden.
The Council (Nicol recused himself from
the vote since he has a business in Downtown)
agreed to allow El Segundo Art Walk
promoters to use the Fire Station #1 parking
lot as a central headquarter area for the first
of three scheduled Thursday summer evening
events (June 21). Barring any protest after
staff provides a report within a week of the
first program, the Art Walk will also have the
go-ahead to use the lot on July 19 and August
16. Promoters identified this as the preferred
spot for central check-in due to its high visibility
and accessibility to both Downtown and
Smoky Hollow. The Council also approved a
beer/wine garden at the HQ site. Last month,
the Council allocated $33,500 towards the Art
Walk. The monies will go towards live entertainment,
staffing, permit fees and promotion.
After a report from City Attorney Mark
Hensley on two pending Sacramento bills that
would impose new requirements regarding
accessory dwelling units, garage conversions
and lot coverage restrictions, among other
items, the Council moved to draft a letter
opposing the legislation. Councilmember Don
Brann suggested working with other cities on
a general initiative to stop the State of California
from getting involved in local land use
issues. “People are tired of this kind of thing,”
he said. Hensley pointed out that the State’s
goal is “to see lots of housing units built. They
don’t care what the local governments want.”
During presentations, Lieutenant Ray Garcia
invited the public to the Council Chambers on
May 31 at 7 p.m. to discuss potential strategies
for El Segundo Police Department deployment
during the 2018 Candy Cane Lane. The event
has grown exponentially in recent years due to
social media coverage. In looking at how to
best address traffic and safety going forward,
officers will report on how things went in 2017.
The Council also proclaimed May 2-26 as
National Public Works Week. Public Works
Director Ken Berkman provided a rundown of
the many critical areas his department oversees
– including sewers, roads, storm drains, public
buildings and water. “We’re doing a good job
if you don’t know we’re there,” he said. •
