A burglary (auto) occurred between 07/06/18

accomplish what we’re trying to accomplish
for all of you.”
The entire Council additionally agreed to
extend the agreement with Republic on a
month-to-month basis up to the end of April
2019 to ensure there is no service lapse.
Under the current schedule, staff will come
back on August 21 with the RFP package
and proposed protest ballot. With approval
and required 45-day notice requirement, staff
expects to hold the public hearing to open the
ballots on October 16.
After receiving proposer questions and the
bids in September and October respectively,
the Council will then select a hauler and begin
negotiations in November with the goal of
approving the agreement in December. An
outreach campaign will take place the first
quarter of 2019 and the new service will roll
out no later than May 1.
The second major topic on Tuesday was how
to address the recent arrival and proliferation
of Bird electric scooters in town. Police Chief
Bill Whalen called it a “phenomenon growing
throughout the region” and looked at “how
to thoughtfully approach it.” However, he
also emphasized that Bird simply landed it
town without first consulting staff – with a
strategy to “beg for forgiveness rather than ask
for permission.” He also remarked that very
few people follow all the rules (e.g. wear a
helmet, don’t ride on the sidewalk).
Summarizing City survey results from 665
respondents (over 90 percent of whom live here
with about half also employed in El Segundo),
Whalen said citizens generally favor having
the scooters but want restrictions. Most (56
percent) thought the scooters are dangerous
to riders, pedestrians and motorists.
City AICP Principal Planner Paul Samaras
described the scooters as a “national and
international trend in transportation” and also
mentioned the exponential rise of bike-sharing
programs. He noted that the cities of Los
Angeles, Santa Monica and Culver City had
recently launched pilot programs for motorized
scooters and dockless bikes.
Samaras spoke of the benefits of the electric
scooters in reducing traffic and emissions as
well as the ability to start and end trips to
the Green Line stations. He also brought up
challenges in terms of safety and parking
issues as riders abandon the scooters in
front of businesses, in public right-of-ways,
etc. Samaras added that staff is working
with surrounding cities to come up with a
regulatory framework.
Pointing out that “sidewalk lawsuits aren’t
cheap,” City Attorney Mark Hensley voiced
concerns about people tripping over a scooter
left on a sidewalk or a vehicle blocking ADA
access. He said Bird should provide insurance
that covers the City. Bird spokesman Tim
Harter indicated that he would put the City
on his company’s policy the very next day.
Harter also provided a presentation about
his company and touted various benefits (e.g.
traffic, environment, convenience/ease of use
via an app). He explained that the volume
of scooters depends on demand. The initial
trial drop-off was 30 vehicles. He reported
2,038 unique riders and 4,678 total rides
traveling $8,428 total miles (1.9 miles per
ride on average). The company’s policy is
to not increase the number of vehicles in a
city unless they are being used at least three
times a day. Harter reported that El Segundo
averaged 3.7 daily trips, so Bird added more
vehicles to local streets and then saw the
numbers jump to 5.6 rides a day.
Though it has no actual agreement with El
Segundo as yet, Harter mentioned a revenuesharing
program to remit $1 per vehicle per day
back to the City along with the company also
paying permit fees. Bird would additionally
hand out free helmets, provide user education
and run ads.
In the end the Council was open to a sixmonth
pilot program with reviews every 30
days to deal with issues as needed -- but
asked Bird to address parking (at bike racks or
specifically marked areas), volume and liability.
Enforcement of infractions will be up to the
police chief. Mayor Pro Tem Carol Pirsztuk,
who ran the discussion because Boyles had
to recuse himself, was not content to simply
accept the “cookie-cutter dollar” per vehicle.
She also wanted to see what other similar
companies have to offer and asked Bird to
“make amends for dumping this on us.”
According to its stated policy, Bird is
supposed to pick up every scooter off the road
each night. The vehicles reach a maximum of
15 MPH. Riders must be at least 18 and get a
driver’s license scan. In addition to wearing a
helmet and staying off the sidewalk, riders must
be solo and can’t double up on one vehicle.
Meanwhile, Brann wanted no part of the
Birds. Feeling that the company rolled out
their product unprofessionally, he thought
the scooters should be banned entirely. City
Manager Greg Carpenter considered the overall
dilemma. “This is both an opportunity and a
problem,” he said. •
