aircraft at the airport normally don’t operate
at night but, “things can change. We have no
control if one aircraft wants to change their
operation hours to later at night and that
could have been the case.” He also noted
that the City is a recipient of federal grants
that help keep the airport in operation. “We
have to abide by grant assurances,” Shadbehr
explained. “This is another obstacle we deal
with because when you do grant assurances,
they basically force us to keep the airport
open and accessible at all times. Basically
24 hours a day, seven days a week.”
While Torrance, Long Beach and Burbank
have curfews at their municipal airports,
Shadbehr explained that it is because they
had adopted ordinances prior to 1990 that
established those facilities as limited hours
of operation. After the passage of the Airport
Noise and Capacity Act in 1990 by the federal
government, those were grandfathered in with
their limited hours of operation. However,
the FAA never allowed any other airport to
establish a curfew.
Shadbehr suggested one option that
Hawthorne could pursue is installing noise
monitors, but warned that doing so would
be very costly. “Aside from the fact that we
can’t afford to pay for them, we can’t even
afford to hire a separate airport manager,”
he said. “It also doesn’t do any good for
Hawthorne because we can’t establish curfew.
It only helps the airports that had their
curfews grandfathered in.” Shadbehr added
that residents will continue to be notified to
attend any upcoming noise meetings that
the City hosts.
The Council unanimously approved a
motion to allow Shadbehr to move forward
with applying for another noise study grant. •
