of qualified “Minor Home Rehabilitation
Program,” as specified in this document.
Each proposal shall be submitted and completed

Summary of Adoption of Ordinance 2230
Amending Sections 8.50.010, 8.50.140,
8.50.150, 8.50.160, And 8.50.170 and
8.50.200 of Chapter 8.50 (Stormwater
And Urban Runoff Pollution Control) of
Title 8 (Health And Safety) of the
Hawthorne Municipal Code
Pursuant to Government Code section 36933(c),
the following constitutes a summary of Ordinance
No. 2230 which will be considered for adoption
by the City Council at its regular meeting on
March 22, 2022 at 6:00 p.m.
Ordinance No. 2230, amending sections
8.50.010, 8.50.140, 8.50.150, 8.50.160, AND
8.50.170 AND 8.50.200 of Chapter 8.50 (Stormwater
and Urban Runoff Pollution Control) of
Title 8 (Health and Safety) of the Hawthorne
Municipal Code. A primary purpose of Chapter
8.50 is to ensure the City has legal authority
to enforce provisions of the LA Water Board’s
2021 Municipal Separate Storm Sewer System
National Pollutant Discharge Elimination System
Permit (MS4 Permit). The purpose of the MS4
Permit is protect local waterways from polluted
discharges from the MS4 (i.e., storm drain system).
The amendment is necessary to comply
with new state-required provisions in the MS4
Permit which must be implemented by March
2022. Broadly, the proposed amendment will
expand existing stormwater and urban runoff
pollution control requirements related Low Impact
Development (LID) strategies and erosion
and sediment control for projects that require
building, grading, and encroachment permits.
Specifically the proposed amendment will make
the following changes summarized as follows:
1) Update definitions in Chapter 8.50.010
to match updated definitions in the 2021
MS4 Permit.
2) Remove the requirement for a local
stormwater pollution prevention plan in Chapter
8.50.040, as it is not a requirement of the 2021
MS4 Permit.
3) Require in Chapter 8.50.150 that all construction
projects implement the minimum Best
Management Practices (BMPs) listed in Tables
7 and 8 of the 2021 MS4 Permit.
4) Update the list of development projects that
must adhere to the LID provisions in Chapter
8.50.170 to match updates in the 2021 MS4
Permit. In addition, various references to the
prior 2012 MS4 Permit have been removed
from Chapter 8.50.
The City Council finds and determines that
there is no possibility that the adoption of this
Ordinance will have a significant effect on the
environment. Accordingly, this Ordinance is not
subject to the requirements of the California
Environmental Quality Act (CEQA) pursuant to
Sections 15061(b)(3) and 15378 of Division 6
of Title 14 of the California Code of Regulations.

Ordinance No. 2230 is available both on the
City’s website and also in the office of the City

California, and is open for public inspection.
Pursuant to Government Code section

the City Council will conduct a public hearing
to consider and discuss draft Council District
Maps submitted, and receive and file public
comments.
Pursuant to Elections Code Section 21622(a)
(3), the City must adopt its final map of the
council district’s boundaries by April 17, 2022,
as the City’s next regular municipal election will
be held on November 8, 2022. Adhering to this
public hearing will ensure the City has enough
time to adopt the final map by April 5, 2022.
Due to the existing COVID-19 health emergency
and the social distancing measures currently
in effect, and pursuant to Assembly Bill 361,
please note that members of the public will
be allowed only to observe and address
the City Council Meeting of March 15, 2022,
at 2:00 p.m. by telephone, video and other
electronic means. You may choose to submit
written public comments by sending them to
the Inglewood City Clerk at athompson@
cityofinglewood.org and Deputy City Clerk at
aallen@cityofinglewood.org before 8:00 a.m.,
on March 15, 2022. Comments received will
be made part of the official public record of the
