Consent agenda items included an agreement
with Zooga Yoga to work with Eagles’
Nest students; and an agreement to have guest
speaker Richard Kuo address middle school
students on March 27 to help them, according
to District-provided notes, “overcome low
self-esteem, a negative self-image, depression,
and other teen challenges.”
Action items included the certification of the
previously mentioned second interim report by
the CBO; approval of a consultancy agreement
with Education Elements, Inc.; adoption of
a new District job description for a school
psychologist-special programs; approval of a
new District position, bond contract specialist/
accountant; and ratification of a short-term position,
licensed vocational nurse, that will be in
play for an estimated four-to-eight weeks while
the full-time nurse is out on medical leave.
Regarding passage of the District’s schoolsite
safety plans, Board President Nancy Cobb
emailed that the plan took in the “unique needs
of each site,” and that to “ensure the safety of
students and staff, we have had to move from
open to closed campuses,” with all visitors
now signing in and students mandated to sign
out if they leave campus during school hours.
Moore commented, “We want to make sure
our students our safe,” and that current school
safety plans incorporated recommendations
made by Actus Consulting after the group had
conducted campus safety assessments in the
spring of 2018.
The second-to-last action item passed was an
agreement with PBK Architects to plan, design
and supervise various projects for the District as
it implements the Long-Range Facility Master
Plan. The Board also approved an agreement
with CSDA Design Group to plan, design and
supervise the modernization of the El Segundo
High library. “This is something that we have
wanted to do for several years, but didn’t have
the funds,” Moore said. She also noted how
the District was excited to partner with CSDA,
a local design group.
Moore then highlighted the District informational
calendar, including Friday evening’s
Middle School Advanced Ensemble Spring
Concert, and the Richmond Street Elementary
STEAM night that starts at 5 p.m. on Thursday,
March 21. Board member reports followed,
with Moore capping the evening with her
Superintendent’s report.
The next regularly scheduled El Segundo
School Board meeting is on the docket for
Tuesday evening, March 26. •

The City of El Segundo is accepting
sealed bids in the City Clerk’s office,
350 Main Street, El Segundo, California
90245, until 11:00 a.m. on:
TUESDAY, MARCH 26, 2019
at which time they will be publicly opened.
Bids will not be accepted after that time.
As described in the Bidding Documents,
the bids are for a public works project
(“Project”) which consists of Street
Resurfacing and related work as shown
on the plans on file with the City’s Public
Works Department.
Work on the Project must be performed in
strict conformity with Specifications No.
PW 19-01 as adopted by the El Segundo
City Council on March 5, 2019 which is
filed with the Public Works Department.

Contract Documents and Engineer’s

The Contractor’s duty to pay State
prevailing wages can be found under
Labor Code Section 1770 et. Seq.
and Labor Code Sections 1775 and
1777.7 outline the penalties for failure
to pay prevailing wages and employ
apprentices including forfeitures and
debarment.
Five percent (5%) will be deducted from
each progress payment and retained by
the City. The remainder less the amount
of all previous payments will be paid
to the Contractor. Pursuant to Public
Contracts Code (“PCC”) § 22300, the
Contractor may substitute securities
for retention monies held by the City or
request that the City place such monies
into an escrow account. The Contractor
is notified, pursuant to PCC § 22300, any
such election will be at the Contractor
own expense and will include costs
incurred by the City to accommodate the
Contractor’s request.
In entering into a Public Works contract,
or a subcontract, to supply goods,
services, or materials pursuant to a public
works contract, the Contractor, or Sub-
Contractor, offers and agrees to assign
to the awarding body all rights, title and
interest in, and to, all causes of action it
may have under Section 4 of the Clayton
Act (15 U.S.C. Section 15) or under the
Cartwright Act (Chapter 2 [commencing
with Section 16700] of Part 2 of Division
7 of the Business and Professions
Code), arising from purchases of
goods, services, or materials pursuant
to the public works contract or the
subcontract. This assignment shall be
made and become effective at the time

The Ordinance is intended to deter
use of marijuana or consumption of
alcoholic beverages by minors by
holding responsible those persons who
encourage, are aware of or should be
aware of this illegal conduct by minors but
fail to take reasonable steps to prevent
it. Enforcement of this ordinance will be
through the issuance of administrative
citations and other penalties.
The whole number of the City Council of
said City is five. The foregoing Ordinance

City Council at a regular meeting held

Environmental Impact Report
Park Place Extension and Grade Separation project
Environmental Impact Report
Location: The project area is generally east of Pacific Coast Highway and north of Rosecrans Avenue, between
the existing alignments of the Union Pacific Railroad (UPRR) and Burlington Northern Santa Fe (BNSF) railroad.
The eastern limit of the project area is near Douglas Street.
Applicant: City of El Segundo
Project Description: The City of El Segundo (City) proposes to extend Park Place from Allied Way to Nash
Street with a railroad grade separation to implement a critical project as identified in the City’s 2004 General
Plan Circulation Element Update, its 2005 Traffic Impact Fee Study Update, and the Southern California
Association of Governments (SCAG) 2017 Federal Transportation Improvement Program (FTIP). Park Place
currently exists in two segments with a roughly quarter mile gap across an undeveloped area which consists of
Union Pacific Railroad (UPRR) and Burlington Northern Santa Fe (BNSF) railroad spurs. The project would
implement a gap closure to develop Park Place as an alternate east-west route between Pacific Coast Highway
and Douglas Street to relieve congestion along portions of Rosecrans Avenue and Pacific Coast Highway as
well as to improve local traffic circulation and access to and from the I-105 freeway. The California Department
of Transportation (Caltrans) District 7 is the lead agency under the National Environmental Policy Act (NEPA),
while the City is the lead agency under the California Environmental Quality Act (CEQA). There are four Build
Alternatives and a No-Build Alternative under consideration.
Required Approvals. The Park Place Extension and Grade Separation project would require City of El
Segundo approval of Environmental Assessment (EA 1152): a) to certify a Final Environmental Impact Report
and b) to adopt a Mitigation Monitoring and Reporting Program.
The Planning Commission will make recommendations to the City Council regarding this approval. A duly
noticed City Council hearing will be scheduled once the Planning Commission acts on this approval.

Environmental Determination: EIR. In conjunction with Caltrans, the City prepared an Environmental Impact
Report/Environmental Assessment (SCH# 2016101075) for the Park Place Extension and Grade Separation
project. The EIR/EA was prepared in accordance with the California Environmental Quality Act (CEQA), as
amended (Public Resources Code Section 21000 et seq.), and the State CEQA Guidelines for Implementation
of CEQA (California Code of Regulations, Title 14, Section 15000 et seq.). Based on the analyses contained in
the EIR, with the incorporation of mitigation measures, the Project is not expected to result in any significant
environmental impacts as defined under CEQA The precise nature and extent of these impacts is explained in
the EIR. Anyone interested in more detailed information regarding the project’s anticipated environmental
impacts is encouraged to review the EIR in person or online at the locations indicated below.
The City made the Draft EIR/EA available for public review pursuant to CEQA Guidelines § 15082(b). The 45-
day public review period began on September 27, 2018 and ended on November 13, 2018. Public comments
and responses to those comments have been incorporated into a Final EIR (FEIR), which is now being
presented to the Planning Commission for review. The full nature and extent of the project’s potential impacts is
explained in the FEIR.

The contractor to whom the contract
is awarded must assist in locating,
qualifying, hiring and increasing the
skills of minority group employees and
applicants for employment, as set forth in
Executive Order 11246 and 11375.
Any contract entered into pursuant to
this notice will incorporate the provisions
of the State Labor Code. Compliance
with the prevailing rates of wages and
apprenticeship employment standards
established by the State Director of
Industrial Relations will be required.

any irregularity, and to take all bids under
advisement for a period of ninety (90)
calendar days.
