Measure E, which faced the voters in 2001,
garnered 75 percent support, and had a bond
size of $25 million. The last bond issue passed
in the District was in 2008. The monies
went towards high academic achievement,
enhancing student safety, and updating the
antiquated auditorium and athletic facilities
at El Segundo High School. That measure
received a bit more than 67 percent support
from the voters and added $14 million to
District coffers. The 2018 bond will need to
receive the support of 55 percent of the votes
cast (plus one) to pass.
Prior to the meeting, ESUSD Superintendent
Dr. Melissa Moore noted that while the
bond ask is substantial, El Segundo -- when
compared with surrounding school districts
-- currently ranks 12th out of 14 districts in
the amount of bond monies received in the
past 20 years. She said that if the current
bond were to pass in November, the District
would ascend to number eight on that list.
“It’s important to note,” Moore said, “how we
are stacking up” against surrounding districts.
She delineated how the LRFMP had been
recently vetted line-by-line, with the District
reducing the scope of numerous projects…
and that, like all school districts in California,
the ESUSD is subject to “construction
costs spiraling out of control” in the current
booming economy. Moore also stressed that
the Board was prudent in assigning the tax
level at $43 per $100,000 assessed valuation,
though Prop. 39 allows up to a $60 per
$100,000 assessed valuation. During the time
allotted for public communications, six local
citizens approached the presentation podium
and voiced their support for the bond.
There were two special presentations on the
evening’s agenda. After El Segundo Education
Foundation President Carol Pirsztuk made her
brief report touting the continued success of
Ed!, which raised $1.5 million for the District
in the 2017/18 school year and has a goal to
reach similar numbers in 2018/19, Executive
Director of Educational Services Marisa Janicek
then presented about the District’s results in
utilizing the California Assessment of Student
Performance and Progress (CAASPP) tests.
The California Department of Education
established the CAASPP testing program
in January 2014, with selected grade levels
of elementary through high school students
tested in English Language Arts (ELA) and
Mathematics. Scored test results were tabulated
and categorized with four achievement
levels: standard not met, standard nearly met,
standard met, and standard exceeded.
The purpose for the assessments, according
to Janicek’s presentation, is to “provide
a general direction for goals—dig deeper to
determine cause, focusing on groups, programs,
and disaggregation.”
Janicek explained that the testing, which
begins on the third grade level, rarely provides
concrete answers. However, it raises pertinent
questions, allowing educators to reflect on
content and teaching practices as well as
provide an “entry point” to begin collaboration
and constructive dialogue.
Janicek noted that in general, ESUSD
continues to perform “well above” state
averages in all areas and achieved overall
improvements across grade levels in ELA
and Math, though there was a small decline
in test scores at El Segundo Middle
School in both disciplines. Janicek said the
middle school had faced “challenges” this
school year, and that the “entire faculty” has
been working actively to discern ways to
implement more effective teaching strategies
for 2018/19.
Prior to the meeting, Moore highlighted
the progress made at El Segundo High, citing
improving 11th grade math scores. She
mentioned a “double-digit gain” in the scores,
calling it “very significant” and crediting the
math department with diligence in working
to increase proficiency.
In summation, Janicek said, “We are doing
great things and it shows.” She cited “next
steps” to celebrate practices and successes,
continue to nurture teacher analysis and
feedback, and to determine additional student
intervention/support opportunities.
Consent items were next on the agenda,
with the assembled members approving a
two-day professional development seminar
for instructors in the high school mathematics
department; a contract with an experienced
Cotsen coach and teacher to provide professional
development opportunities for math
teachers at Center Street Elementary; an arrangement
with the Palos Verdes Peninsula
Unified School District to provide beginning
teacher support and assessment; and an agreement
to increase the scope of the District’s
collaboration with Straight Up Communications
to help grow ESUSD’s brand awareness and
increase parent and community engagement.
The Board members also approved the receipt
of seven gifts, the largest being $30,000
from Project Lead the Way, Inc., which will
benefit all District schools. Action items passed
included amendments to the LRFMP, which
according to Moore, had revised language
added that hopefully will make the document
more easily understood by members
of the community. The Board also approved
the addition of two safety assistant positions
for the upcoming school year; and a contract
with VPLS Solutions to upgrade and move
the current data center servers offsite and
provide storage and back-up tech solutions.
Regarding the LRFMP, Vice President
Nancy Cobb said she was grateful that Board
members and stakeholders had taken a diligent
second look at the plan through the lens of
being both “visionary and pragmatic.”
On passing the bond resolution, Layne

Public Hearing Notice
The PLANNING COMMISSION will hold a public hearing on:
ZONING TEXT AMENDMENT—CITYWIDE SITE PLAN REVIEW
Address: Citywide except C-4 zoned areas
Project Description: The Planning Commission will consider whether to recommend that the City Council adopt
Zone Text Amendment No. ZTA-18-03. This is an amendment to the El Segundo Municipal Code to require a
discretionary land use permit called a “Site Plan Review” for specified types of development. The purpose of the
Site Plan Review requirement would be severalfold: (1) It would ensure that subject development proposals are
reviewed in accordance with the California Environmental Quality Act (unless otherwise exempt by law), thereby
providing the city with a mechanism to analyze the potential environmental impacts of a project before reaching a
decision on the merits. When necessary and appropriate, this would allow the city to impose mitigation measures
and conditions on projects to ensure that the developer bears the burden of mitigating impacts directly caused by
their project; (2) It would allow the City to place conditions on new development necessary to ensure the
preservation of the public health, safety and general welfare; (3) It would allow the city to ensure that new
development is functionally compatible with the area in which is it proposed to be located; and (4) It would allow
the city to ensure that proposed development is consistent with the overall goals, policies and objectives of the
General Plan and the Zoning Code.
The Site Plan Review requirement contemplated by the proposed Zone Text Amendment would apply in all zoning
districts in the city with the exception of the C-4 Zone, which has its own site plan review requirements.
Under the proposed Zone Text Amendment, a Site Plan Review would be required for development that meets
specified threshold criteria. The Site Plan Review process would require a public hearing before the Planning
Commission. The Planning Commission’s decision would be subject to appeal to the City Council pursuant to the
procedures set forth in Chapter 25 of Title 15 of the El Segundo Municipal Code.

Environmental Determination: Staff has analyzed the proposed Zone Text Amendment and determined that it
does not have the potential to cause significant environmental impacts and, therefore, the project is exempt from
the California Environmental Quality Act (CEQA) pursuant to 14 Cal. Code Regs. § 15061(b)(3). The Zone Text
Amendment would amend the El Segundo Municipal Code to require a discretionary land use permit for specified
types of development which, in some cases, do not currently require a discretionary land use permit. The addition
of the discretionary permit requirement would trigger the application of CEQA and allow the city to analyze the
potential environmental consequences of a proposed development project before making a decision on the merits
of an application. The Zone Text Amendment would not portend any development or changes to the physical
environment. Following an evaluation of possible adverse impacts, it can be seen with certainty that there is no
possibility that the proposed Zone Text Amendment would have a significant effect on the environment. Rather,
the primary purpose of the proposed Zone Text Amendment would be to provide a mechanism that would allow
the city to require a CEQA evaluation of future development proposals meeting specified thresholds.
