officer before becoming the provisional crime
analyst for a little over two and a half years.
While still in the early stages of her research
in El Segundo, Horn noted, “Currently,
property crime trends are similar with our
neighboring cities for burglaries and thefts
from vehicles. Once I review current and
past crimes, I will be able to analyze that
activity and apply it to strategic and tactical
analysis planning.”
The information Horn tracks and analyzes
will be utilized for patrol from crime reviews
and maps that summarize what/where/
when incidents occur with any potential
trends highlighted. “For investigations, the
analysis for cases is more focused by using
case/suspect/motive info to share with other
agencies and link suspects to other agencies
crimes,” she said. “Also when it is available,
I work with video surveillance and can create
video bulletins to enhance motives and
characteristics. I am currently very new to
this department, so I am still familiarizing
myself with the stations’ information systems
and databases. However, intel that I provided
has already assisted in identifying suspects in
active cases for detectives—and that is fun
for me. Working to identify suspects along
with their in-depth analysis is my favorite
part of my job.”
Despite Horn’s early successes, the area
of crime analysis faces many challenges
that change rapidly as a result of criminal
evolution and/or new laws that come into
play. With that in mind, Horn and others in
her field must enroll in continuing education
and continually update techniques and
training to keep up with what is happening
today to prepare for and predict possible
crime patterns. “In short, we ourselves must
evolve with crime,” she said.
Married with a young son whom she lovingly
described as “fun and active,” Horn felt
an immediate affinity with the family-oriented
local community upon her arrival. “It feels
a lot like home here in that El Segundo is
so close-knit and the residents really value
their city,” she said. “One of my goals is to
be active with the community, especially to
be available for any meetings that pertain to
concerns in the area about crime.” Horn added
that ESPD staff has been very welcoming
and helpful, making her feel like part of the
family from day one. “Building the template
for this new role within the department is
a fun challenge that I am enjoying every
day,” she said. “I am delighted to be here
and to be working with such hardworking
and dedicated people. I am truly honored to
have this opportunity to build and grow into
this new position… which I hope leads into
a permanent spot, as I would really love to
continue to work here and be a part of this
department in this great city!” •
