assaults rose slightly. El Segundo’s Part 1
crime total of 65 was slightly below that of
Manhattan Beach (69) and Hermosa Beach,
and significantly lower than Hawthorne (221)
and Gardena (160) for the same period.
Fire Department dispatch for emergency
medical services arrived on the scene in an
average of exactly five minutes during the
second quarter, after doing so in four minutes
and 13 seconds previously. Fire call responses
were up from five minutes and 17 seconds
to five minutes and 40 seconds.
The Human Resources Department (HR)
recruited 18 full-time employees with an
average of 86 days per hire—compared to
11-full timers and 96 days in the first quarter.
The City averaged 36 vacancies per month
(up from 33).
In the infrastructure realm, crews filled 40.3
potholes per month, with 10 skim patches/
overlays, 103 sidewalk grinds, hot mix, and
three asphalt removals/replacements. The first
quarter featured a large number of pothole
fixes (243), while the second focused on
sidewalks (after 23 related repairs in the
prior quarter).
Online water bill payments continued to
increase, with 530 monthly in the second
quarter compared to 485 previously. This
comes on the heels of a prior outreach program
to residents.
The recent staff report also provided an
update on the City’s 91 work plan items
for the 2016/17 fiscal year. Of these, Lillio
reported 59 as either completed and successfully
implemented or on the way to
realization. That represents nearly two-thirds
of the entire list. Another 25 (27 percent)
were on track to begin by the end of the
current fiscal year or early in 2017/18 and
slated for completion before next fall. Only
seven items (eight percent) fell by the wayside
and needed to be deferred to a future
year—with the reasoning due to either a lack
of budget resources or adequate staffing to
handle the project.
Among the key successes reported included
establishment of a citizens training academy
by the El Segundo Police Department, with
the first class set to graduate this evening;
Recreation and Parks’ replacement of the
worn-down synthetic turf at the Campus El
Segundo Athletic Fields; HR’s initial research
to develop an employee engagement survey
that a selected vendor will soon implement;
and a residential and business community
satisfaction survey that will roll out this fall.
Lillio’s department recently completed an
analysis of the City’s equipment replacement
fund, with 200 items removed from the
schedule leading to general fund savings of
$300,000 for 2017/18. The reduction was
due to a new threshold policy that moves
any items under $5,000 out of the equipment
replacement fund and into general operating
budgets. Finance also instituted a paperless
pay stub system that went live this past
February and is working on a master user
fee schedule that will go before the City
Council later this year.
Additionally, Economic Development
implemented an Economic Development
Advisory Council strategic plan. And in early
September, the City Council is scheduled to
vote on a new software system for Recreation
and Parks that will replace the current one
that is near its end of life.
“The City departments strive to provide
high-quality services, but we need to track,
evaluate and share our performance data-
-and look for comparative data in order to
know if we are achieving the performance
and quality objectives,” said City Manager
Greg Carpenter. “I would say the results so
far are generally positive, but also indicate
some areas for continued improvement. With
just six months of data, it’s still early… but
the further we go down this path, the more
we will know and the more valuable the
information will become. Eventually, we will
be able to use the information to evaluate
decisions related to process improvements,
budgeting, staffing and technology.”
Staff will present a final update on this
year’s work plan in late October and begin
updating the 2017/18 plan based on Council
direction on what items to prioritize along
with any projects already in progress. •
Arrests Theft Suspects
On August 17, El Segundo Police Department
(ESPD) officers stopped a motorcycle
traveling southbound in the area of 800
S. Sepulveda Boulevard. The male driver
had a female passenger on the back of the
motorcycle. During the officers’ investigation
they located a wallet containing an
out-of-state license, numerous credit cards,
and cash belonging to another person. ESPD
officers were able to locate the victim, who
stated he recently had his wallet stolen
from his vehicle in Marina Del Rey, and his
credit cards had been fraudulently used at a
retail store in El Segundo. Both suspects
were arrested and the Los Angeles County
District Attorney’s Office filed several felony
counts of theft and identity theft related
charges against Manchel and Poley.

Office Creeper Arrested
for Multiple Burglaries
On August 17, Richard Hernandez was
arrested for a warrant related to three ESPD
burglary cases which occurred between October
2016 and May2017. Hernandez loitered inside
commercial establishments in an effort to
steal cell phones and wallets, then used the
victims’ credit cards at retail stores. Anyone

One male adult was arrested at 0234 hours
from Rosecrans Avenue and Sepulveda Boulevard
for misdemeanor DUI with a BAC of
.08% or above.
An online identity theft report was taken at
0628 hours from the 500 block of Hillcrest
Street. Unknown suspect(s) used the victim’s
debit card information and withdrew money
from his account.
One male adult was arrested at 0819 hours
from the 2100 block of East El Segundo
Boulevard for giving false information to a
peace officer and possession of a controlled
substance.
One male adult and one female adult were
arrested at 1112 hours from the 3600 block
of North Sepulveda Boulevard in Manhattan
Beach for identity theft.
An identity theft report was taken at 1457
hours from the 1400 block of Elin Pointe
Drive.
One male adult was arrested at 1648 hours
from Hawthorne PD for one outstanding El
Segundo PD felony warrant.
An online lost property report was taken
at 2046 hours from the 800 block of North
Sepulveda Boulevard. A passport was lost
at the location.

Avenue. Unknown suspect(s) used a business’

A traffic accident (with injuries) occurred
at 1047 hours at Nash Street and Park Place,
vehicle versus pedestrian.
A traffic accident (with injuries) occurred
at 1420 hours from the 2500 block of East
El Segundo Boulevard, vehicle versus
a fence.
One male adult was arrested at 1504 hours
form the 2500 block of East El Segundo
Boulevard for misdemeanor DUI.
A burglary (commercial) report was taken
at 1550 hours from the 1900 block of Hughes
Way. Unknown suspect(s) gained access
into a storage unit through unknown means.
Taken were four guitars valued at $10,000.
Saturday, August 19
One male adult was arrested at 0448 hours
from the 700 block of West Acacia Avenue
for public intoxication.
A vehicle theft occurred between 1800
hours on 08/18/17 and 0800 hours 08/19/17
in the 100 block of Center Street. Taken
was a 2005 Carson trailer.
A violation of a domestic violence restraining
order report was taken at 1148 hours from
the 700 block of Eucalyptus Drive.
A misdemeanor hit and run occurred at 1143
hours in the 800 block of South Sepulveda
Boulevard, vehicle versus vehicle.
A found property report was taken at 1750

A black wallet with a driver license and credit
