related note, the Council in late November
locked in new three-year labor deals for the
police and fire unions that allocated salary
raises for personnel but in return required the
employees to pick up three percent more of
their CalPERS pension payments.
Technology improvements included online
business license applications, new Recreation
and Parks scheduling software, self-checkout
machines at the library, launching of economic
development and travel/tourism websites,
citywide website/mobile app replacement
(underway) and permitting and plan check
system revamps. At the beginning of 2018,
the City brought on new Information Systems
Director Charles Mallory to lead that new
department with dozens of projects already
in the pipeline.
The El Segundo Public Library welcomed
aboard its new director, Melissa McCollum,
in June. Notable projects in the works
include a new Wi-Fi zone with the renovation
of the east side of the main floor, plus
the aforementioned self-checkout machines.
The library also unveiled the new “Living
Book” program in collaboration with the
El Segundo Museum of Art and kicked off
the “Community Conversations” effort to
engage local citizens of all ages to provide
input and ideas on how to improve local
quality of life. The popular summer reading
programs continued to thrive and the annual
Author Fair was once again a major success.
In addition to the aforementioned downtown
improvements and online software,
Recreation and Parks oversaw installation
of a new picnic shelter at Rec Park, worked
with the Arts and Culture Committee and
El Segundo Co-Op Nursery School to add
a mural at the Clubhouse in Rec Park (with
another mural in progress near the basketball
court), developed a process to identify and
prioritize future capital improvement projects
to bring to the Council, and initiated the
design process for the Acacia Park rebuild.
Recreation and Parks was also heavily involved
in the lead-up to the new Aquatics Center
set to officially open on Jan. 5 at the site of
the Wiseburn High School in El Segundo.
Economic development continued its upward
projection during 2018. Major news
included the Los Angeles Times’ move to town,
the new AC Hotel under construction, expansion
of Beyond Meat and Boeing, completion
of the Ascend/Frank Gehry project with Radiology
Partners set to move into the space,
near-completion of the DR Horton housing
project with the first homes and townhouses
sold, Cross Campus renovation and opening,
Apollo Landing project at Continental Park
complete, Hackman Capital reused project in
progress, planning for the first phase of the
Raytheon commercial center, Air Products site
reuse and Segundo House Hotel underway at
the former Stick N Stein site. The City also
bested the city of Budapest in the quest to
host the inaugural World Urban Games next
year. El Segundo will additionally host the
second event in 2021.
Former Economic Development Director
Barbara Voss earned a promotion to the
new deputy city manager position and will
serve as the point person to oversee the
citywide communication program while also
managing the two new websites and collaborating
with the City’s marketing firm.
During 2018, the City’s e-news subscribers
grew to 6,200. In September, the City held
the Champions of Business Celebration at
the UCLA Health Training Center (also the
site of March’s State of the City luncheon)
to recognize local business leaders and
honor Los Angeles Lakers owner Jeanie
Buss. The event showcased El Segundo’s
growing prominence as a regional presence,
as did this month’s Convening of the LA
County Mayors program at Cross Campus.
El Segundo also revived its dormant Sister
City program with a visit earlier this month
from the Mayor of Guaymas.
After garnering the necessary clearance
from Caltrans, El Segundo was finally able
to officially rename its portion of Sepulveda
Boulevard to Pacific Coast Highway in June
– with the hope that the name recognition
will solidify regional knowledge of the city’s
beach proximity and further spur economic
development. Of note, the Manhattan Beach
City Council voted against a similar move
this month that would have allowed the PCH
name to run contiguously north to south
through the entire South Bay.
In other City department news, David Serrano
recently arrived as the new HR director
and long-time Community Cable Programming
Manager Dan O’Toole announced his
retirement effective today.

to the postseason. With consecutive Ocean
League losses to Santa Monica, Culver City and
Beverly Hills, it meant that El Segundo would
have to win its three remaining Ocean League
games for a CIF playoff berth. The Eagles did
what they needed to do by outscoring their last
three opponents 13-3 and return to the CIF
playoffs after missing out the season before.
El Segundo traveled to Calabasas to face View
Point in the first round. Neither team scored in
the first half, but the Eagles went on to kick their
way into the second round with three goals while
holding off the Patriots at the end for a 3-2 win.
The Eagles would make the long trip to Temecula
to play Great Oak, but they allowed three
second half goals and fell 4-1 to end their season.
Run For Education
On a sundrenched Saturday morning, over
1,600 runners hit the streets of El Segundo to
take part in the 27th Annual Big 5 Sporting
Goods Run for Education. El Segundo residents
did well in the race. The 5K came down to
the last 100 yards, but Phillip Gonzales held
off El Segundo’s Austin Van Biezen by a mere
two seconds. William Seidel placed fourth
while El Segundo High School (ESHS) cross
country runners Ethan Liang, Ryan Massie and
Arend Verfaille came in sixth through eighth.
The first female runner to cross the line was
former ESHS standout Amy Reaser, while
11-year-old Ruihan Zhu was the youngest to
cross the finish line first in 21:05.
Softball
They weren’t supposed to win 17 games,
a league title was a long shot, defeating the
number one team was unthinkable, and visions
of a CIF Southern Section quarterfinal playoff
appearance were a dream. But that didn’t stop
the ESHS softball team from reaching those
levels this season.
The Eagles cemented their place in local
softball history by capturing the Ocean League
title. It marked the program’s fourth league title
since 2009 and gave second-year head coach
Megan McCann her first.
The Lady Eagles were led by Adri Hebert,
who hit a blistering .492 with a team-leading
four home runs and three triples; freshman
sensation shortstop Katie Croxall, who hit
.438; and Julia Chavez, who had 32 RBIs and
eight doubles.
In the first round of the CIF playoffs, the
Eagles scored 10 first inning runs on their
way to a 13-0 win over Palm Springs on the
road. Next up was a trip to Thousand Oaks to
face top-seeded La Reina in the second round.
Sporting a 20-3 record and a stingy pitching
staff that had a micro 0.77 team ERA, the
Regents were an obvious top-ranked team. The
Eagles used one good inning combined with
lights-out pitching by Monique Benjamin to
knock off La Reina 4-1.
The Eagles advanced to the CIF Southern
Section quarterfinals for the fifth time in 11
years (2007, 2008, 2009 and 2015) and faced
hot-hitting JW North, Riverside. The Huskies
came up with a two run sixth and two-run
seventh inning to hold off the Eagles 6-2 to
end El Segundo’s season.
Baseball
El Segundo captured its 36th league title in
58 years and second consecutive Ocean League
title. The Eagles used their stingy defense and
solid pitching to go 19-12 on the year. The
74 runs scored against them were the fourth
best among the 52 teams in the CIF Southern
Section Division 2. The team ERA was
a sparkling 1.85, led by senior right-hander
Jaime Galicia’s 1.07 mark.
The Eagles’ first round playoff game paired
them with Alemany, the third place team from
the Mission League. This game became a classic
pitchers’ duel between Galicia and Alemany’s
Blaine Traxel. Galicia pitched well enough to
win, but the Eagles’ offense came up short as
Segundo fell 2-1 with the tying run on third
base and the winning run stranded on second
base in the seventh inning with two outs.
