first game saw the Premier Team square off
against Manhattan Beach in a rematch from
the Area 1D championship game. It was a
great match, tied at 1-1 going into the final
minutes of regulation. Unfortunately, the
officials awarded a penalty kick to Manhattan
Beach on an inadvertent hand ball in the box
with less than two minutes left. Manhattan
Beach converted the kick and held on to
claim a 2-1 win.
In the conciliation match against Chino
Hills, the Premier Team dominated early
and led 3-1 at halftime. Midway through
the third quarter, the Chino Hills offense
began to wear down the otherwise resilient
Premier defense and tied the game 3-3 tie
at the end of regulation. The first overtime
period saw Chino Hills punch in two goals
to take a 5-3 advantage. The second and final
overtime started with El Segundo scoring a
goal halfway through, but the game ended
at 5-4 in Chino Hills’ favor. •

to us,” Boyles said of the original deadline.
City Attorney Mark Hensley later added, “A
complete repurpose could take a lot of time
and involve complex negotiations.”
Under the current schedule, the Council will
approve the final RFP document on April 3
and release it two days later. The deadline
for bidders to ask initial questions is April
16, with answers from the City by end of
day April 18. The final questions deadline
is April 26, with City response May 1. The
Task Force will use an evaluation and scoring
process to rank the bids and then present
findings to the Council in July. The latter
may choose to conduct interviews with the
top candidates before making its selection.
The goal is to execute a contract in August
and commence operations October 1, though
those dates may very well change.
Also relating to the golf course, the Council
on Tuesday approved fee increases for the
greens and driving range – the first since
2013 --- so those are commensurate with other
facilities in the surrounding area. This item
came up in a public hearing last month that
continued to Tuesday so that the Golf Course
Subcommittee could reevaluate the proposed
fees to determine if certain rate categories
warranted larger upticks. The end result was
a recommendation to increase weekly green
fee rates for non-residents (including seniors)
by $2 per round instead of $1 per round. The
move will garner an estimated $10,000 to
$11,000 in additional annual revenues (with
the overall free increases yielding $75,000 to
$80,000 per year). Local residents will pay
an extra $1 for 9-hole play. The Council also
learned that a cost-per-hole analysis showed
El Segundo charges slightly higher than the
average for non-residents and slightly lower
for residents.
Councilmember Carol Pirsztuk noted some
other changes, including the fact that “juniors”
will be reclassified as age 17 and under instead
of 12 and under. She added that in concert
with the golf course manual’s specifications,
non-district schools (such as Vistamar in
El Segundo and campuses from Manhattan
Beach) will be charged for using the course.
Meanwhile, the Council received news
from the Fair Political Practices Commission
(FPPC) that Brann – who is also on the board
of the Da Vinci Charter School – has no
financial conflicts of interest with regards to
decisions he and his colleagues make about
Da Vinci and/or Wiseburn Unified School
District. In December, resident (and Planning
Commission Chair) Ryan Baldino broached
the subject of a possible conflict before
the Council, which in turn asked Hensley
to draft a question to the FPPC to get the
agency’s opinion on the matter. Baldino also
questioned if holding both school board and
council posts are incompatible offices. Brann
himself asked Hensley to get an opinion from
the Attorney General’s Office on the issue
of incompatibility. To do so required going
through a local legislator first, so the City
Attorney’s Office sent a letter in January to
Senator Ben Allen requesting the latter to
seek the opinion from the Attorney General’s
Office (which has not responded as yet
and is not required to do so). In any case,
incompatibility of office issues do not affect
Brann’s right to vote on matters involving
the above-mentioned schools. If Brann had
been found having a financial conflict, he
would have been asked to step down from
his Da Vinci post.
Earlier in the meeting, LA County
Metropolitan Transit Authority (Metro) Transportation
Planning Manager Philbert Wong
filled the Council in on the agency’s 1-105
ExpressLanes Project now under engineering
and environmental study. The proposal calls
for ExpressLanes along the 105 between the
405 and 605 freeways and will also study the
areas west of the 405 and east of the 605 to
Studebaker Road to identify possible signage
locations and access points. The 105 corridor
covers nine cities, including El Segundo, and
15.7 miles. One of Metro’s stated objectives
is to enhance traffic flow, as both High Occupancy
Vehicle (HOV) and general lanes
now run very slowly during peak hours.
Metro and Caltrans are also studying four
alternatives, including keeping the freeway
as is (no build); converting the HOV to one
ExpressLane in each direction: converting the
HOV to two ExpressLanes in each direction
with non-standard lane and shoulder widths;
and converting the HOV to two ExpressLanes
with standard lane and shoulder widths. The
public scoping period to get input on the
project began this month, with a meeting
scheduled tonight in Watts and another in
Saturday in Paramount. Measure M allocated
$175 million towards the project, but the funds
won’t be available until 2017, Wong said.
In a special item as part of public communications,
the Council agreed to waive a
$900 permit appeal fee previously imposed
on resident John Frederick in regards to
his grandson Christian’s goat. The family
bought the goat, named Bella, for $44 so that
Christian could raise her for his 4-H Club
project. Dawn Frederick told the Council that
she went online and found “nothing about
goats not being allowed” and “assumed it
was okay.” A neighbor complaint alerted
local animal control about the goat. Dawn
Frederick subsequently requested a permit,
but the El Segundo Police Department denied
it. To appeal the decision meant going to the
Planning Commission, but with that came
the $900 fee to cover public notice and other
costs. John Frederick described the cost as
“prohibitive,” adding that “if required, we’ll
have to get rid of the goat.” With the fee now
out of the equation, the Frederick family will
await the Planning Commission decision.
Mayor Suzanne Fuentes wondered if the
lack of language about goats in the code
stemmed from the fact that the City used
to own several of these animals to control
vegetation along Imperial Avenue. “Maybe
that’s why they weren’t included,” she said.
City Manager Greg Carpenter chimed in that
you need a permit for any animal not specifically
listed. Regardless, Hensley suggested it’s
time to clean up the now 17-year-old code.
During reports, Fuentes received approval
from her colleagues for two items: The first
executes an agreement between the City and
Los Angeles Air Force Base to participate in a
Housing Partnership Program to ask landlords
(especially in target areas of Redondo Beach
and Hawthorne) to provide some financial relief
to military personnel for housing costs. The
process won’t seek reduced rents, but rather
a decrease in initial move-in costs and also
leniency to not penalize someone for breaking
a lease due to a sudden deployment out
of the region.
The mayor’s second item authorizes a letter
of support to the United States Senate for H.R.
620 – a bill that requires advance notice given
to business owners and a set window of time
to make necessary fixes before a plaintiff may
commence private civil action for an Americans
with Disabilities Act violation. The bill hopes
to address certain individuals who specifically
go around looking to sue businesses that may
be non-compliant in some way. •
