do that the City can’t force them to do… [in
order] to be a good neighbor,” Carpenter said.
Also on Tuesday, the Council adopted the
2017/18 budget and allocated a $2.8 million
surplus from the current year to pay for various
capital improvement ($1.6 million) and
technology ($490,000) projects. The group
also agreed to make an additional $600,000
CalPERS pension payment in a move that
Finance Director Joseph Lillio said will save
the City $1 million in interest costs.
The list of capital projects approved from
the general fund surplus includes retractable
bollards on Main Street; community cameras
and fixed license plates; Eucalyptus storm
drain abandonment; pump replacement at
storm water pump station #17; access control
system—facility security for police and fire;
golf course lighting; park facilities upgrades
and maintenance; Downtown upgrades and
beautification; and a facility needs assessment.
The Council also designated monies for four
technology projects: website and intranet, HR
modules--Eden, library patron computers, and
laserfiche workflow.
Lillio noted that the City still has just over
$136,000 in general fund surplus monies remaining.
He said one idea for spending it is set up
a Section 115 Trust—a vehicle allowing public
agencies to prefund their pension liabilities.
Representing Plaza El Segundo/The Point
property owner Federal Realty, Stewart Mac-
Donald hoped for Council support to provide
more flexibility for the two shopping complexes
to compete in a market where online sales
continue to “take bigger bites out of the retail
sector” and consumer spending patterns veer
away from hard goods. Project changes involve
increasing the overall floor area by 18,850 square
feet, which will allow an unnamed new major
tenant to move into the space that will soon be
vacated by Cost Plus World Market (which did
not renew its lease). The new tenant proposes
to add 5,200 square feet to the building as well
as a 6,300-square foot mezzanine. However,
Federal Realty could not proceed without an
addendum to the environmental impact report
approving the additional floor area. The Council
agreed to make that EIR change on Tuesday.
The floor area increase will also provide
space for other uses—including trendy popup
retailers that have proven to be so popular
elsewhere. For this, the Council asked to
impose a one-year limit on the trailers/containers
holding these temporary businesses to
“test-drive” the concept and not lock the City
into a permanent zoning change.
The applicant also requested taller signage--in
this case, to allow a 65-foot-tall sign at “The
Edge” portion of Plaza El Segundo so it can be
seen by drivers/potential patrons 1,300 feet away
on Rosecrans or PCH. MacDonald reported
that this remote section of the shopping center
is 50 percent vacant and needs rebranding. He
added that even at The Point, “a handful of
spaces have remained vacant”—but believes
future prospects will improve if Federal can
“bring in a more flexible range of uses and
get some spill-over effect between the tenants.”
Second reading and adoption of the remaining
project changes are set for October 3.
Executive Assistant Mickie Taglie updated
the Council on staff research into possibly
replacing the longstanding City seal with this
year’s more contemporary-looking centennial
logo design. A survey, albeit of only 283
respondents, revealed a slight majority in
favor of the centennial design (38 percent),
with 34 percent preferring to keep things as
is and 28 percent calling for an entirely new
look. After considering cost factors as well as
what other cities have done, staff ultimately
recommended staying with the current seal but
adding a City logo based on the centennial
design for marketing and promotional uses.
The Council agreed.
At the beginning of the meeting, representatives
from Southern California Edison
provided a reliability review—given the higherthan
normal power outage problems experienced
in El Segundo especially last year. The majority
of the issues (about two-thirds) came from
equipment failure, which the company hopes
to address with a $300 million infrastructure
investment in the South Bay alone over the
next two years.
During reports, Recreation and Parks
Director Meredith Petit updated the Council
on the new turf installation at the Campus
El Segundo fields. She explained that after
crews removed the old turf, they found “soil
conditions underneath that would potentially
cause some issues.” This delayed the project
that was supposed to be completed by this
week. Options ranged from doing nothing at
all to mixing cement into the soil in order to
make it harder and avoid compaction. With
the latter idea extremely costly, the decision
instead was to wait three weeks to let the soil
set. The plan worked, Petit reported, and now
the west field is almost complete and workers
began to lay turf on the east field on Tuesday.
She estimated the fields should be open around
mid-October, but it could be earlier with more
crew members recently added onsite. Boyles
noted that initial delays resulted from a bid
protest by one of the contractor candidates.
He expressed disappointment about the effect
of the late opening on the AYSO schedule.
Responding to concerns about problems
around Clutter’s Park, Police Chief Bill Whelan
said the City hosted a successful and wellattended
community meeting on August 21
that covered the topics of parking, traffic, and
illegal activities by visitors of that area. City
staff was set to meet with LAX officials today
to try to resolve the issue of airport employees
crossing Imperial Highway and leaving their
cars on local residential streets. Whelan said
police response included additional undercover
patrols and a lighting trailer to illuminate the
area at night. Though officers have yet to make
an arrest, they confirmed that most daytime
cars parked near the park are owned by outof
towners. Additional discussion broached the
subjects of permit parking, fencing to hinder
access and even potential street closures/blockings.
Councilmember Mike Dugan thought
resolving the LAX employee parking situation
might take care of most of the problems. “We
need to work with the airport now,” he said.
During presentations, the Council issued
a proclamation for “The Fair on Richmond
Street” taking place Saturday, September 23
from 9 to 5 pm. The El Segundo Kiwanis
Club produces and organizes the event as a
fundraiser for local scholarships, school funding
and youth projects. •
