Council and School Board members delved
into the agenda
A draft list of interests relevant to City
officials and School Board members included
developing “an ongoing collegial and constructive
working relationship between and
among the leadership and staff” of the City
of El Segundo, ESUSD, and Wiseburn USD.
City interests in the project include a timely
resolution of the current question regarding
the District’s dollar contribution to the funding
of aquatics facilities used by ESUSD
students; a timely resolution of any outstanding
issues regarding the District’s future use
of the ESAC; provision of quality recreation
services to all members of the community,
especially the children, while exercising fiscal
responsibility; and follow-through on the
January 2016 settlement agreement.
Among the list of interests considered by
the District that may not coincide 100 percent
with those of the City: Ensuring a quality
and predictable aquatics program for District
students, which would include formalizing
the District’s future use of the ESAC and
the dated Urho Saari Swim Stadium (The
Plunge) on Richmond Street; maintaining
appropriate District resources and services,
while exercising fiscal responsibility; ensuring
that there is a “legal nexus” to tie any
financial contribution the ESUSD would
make to the City compliant with the laws
regarding the expenditure of school district
funds in California.
Three options were broached for discussion.
The first, dubbed the Superintendent’s
Proposal, would have the District cutting
a check to the City for an estimated total
payment of $576,362, and is based on a
calculation of the percentage of Plunge use by
the District—given a preliminary renovation
cost estimate of $2,396,020 and estimated
District use rate of 24 percent.
Said Moore, “It has been the District’s position,
that the Saari Plunge is in the District
boundaries, and it is our belief that the District
should contribute to the City for joint use.
And hopefully that contribution would allow
the District to strike a joint use agreement
for utilization of the new ESAC as well.”
Option two, developed by Carpenter’s office,
seeks a similar payment amount from
the District to renovate The Plunge, but adds
a second provision in which the District
would pay the City an annual amount to
be determined. The funds would be used to
support the ongoing operation costs of the
City aquatics facilities, and would include
a formalized joint agreement between both
parties delineating the terms of ESAC’s usage
of the facility and length of usage.
A third option, also developed by Carpenter,
is two-pronged. Part A would reap the
City a one-time payment of X (an amount
to be determined, but greater than Moore’s
proposal) that would be allocated towards
the cost of refurbishing The Plunge. Part B
would guarantee the District’s usage of the
ESAC for X (still to be determined) years,
with terms formalized in a joint agreement.
After the options were reviewed, there
was a timeframe when discussion took place
around the table. Councilmember Mike Dugan,
when asked for his thoughts, seemed
to be a bit exasperated by the work of the
facilitator. He commented to Orlansky, “No
one has talked more than you, Karen. Why
don’t you tell us what we ought to do?” To
which Mayor Pro Tem Drew Boyles replied,
“Mike, we are paying her to facilitate this
conversation.”
The final agenda item in the first meeting
of the evening involved the review of
“next steps” that have been agreed upon by
Moore and Carpenter. The consensus
reached by seemingly all involved was that
both sides need to be more transparent in
their sharing of data related to the aquatics
facilities. Said Boyles, “Before we come
back [for a second meeting], we need to
explore all of the options, with more information
sharing.”
It is highly likely there will be a second
meeting between the two groups before an
official consensus is reached as they seek to
collaborate on refurbishing The Plunge and
start to have residents and students utilize
the ESAC facility that is scheduled to be
christened in the summer of 2018.
After a short break, the Board members
reconvened to tackle agenda items. First-year
El Segundo High School Principal Jennifer
Tedford made the initial special presentation
of the regularly scheduled meeting. She introduced
six high school students who had
recently been recognized by the National Merit
Scholarship Corporation for their scholarly
work, and bestowed upon them letters of
commendation. Students Carson Doering,
Annika Hatcher, Katharine Johnson, Jessica
Martin, Garrett Rifkin and Anna Thompson
were recognized by the Board and awarded
certificates of recognition. Said Tedford,
“Nothing makes me happier than sharing
the success of our students.”
Executive Director of Educational
Services Marissa Janicek next took to the
presentation podium and introduced Donna
Tucker, Dr. Karen Siebert, Project Lead the
Way’s (PLTW) Shelley Fox, and El Segundo
High student Katharine Johnson, who
made their presentation about the District’s
partnership with the California Society of
Anesthesiologists, UCLA, and the District’s
PLTW program.
Moore noted that the partnership was an
exciting venture for the District, saying that
“anytime you can bring a real-life lens, it
enhances the learning for the students because
they are truly inspired and see more purpose
and meaning” behind the program. She
touted the value of a strong PLTW program,
which she said “give our kids an edge” over
outside District students enrolled in similar
programs. Watkins profusely thanked the
Ed! Foundation and Murad for bankrolling
the program. “Without them, this program
would not exist,” he said.
After student representative Jake Nichols
and Ed! Foundation CEO Carol Pirsztuk made
their reports, the spotlight shined on Center
Street School Principal Martha Monahan and
her team, who made the first “State of the
School” address for 2017/18.
Monahan and her group started out discussing
school demographics, which includes 795
students and 29 classroom teachers. They
also elaborated on test results, provided data
analysis, delineated perceived strengths, and
pointed out steps already taken to drive and
improve student achievement. They additionally
spoke about the Center Street action
plan and the next steps to be implemented.
Monahan concluded by addressing campus
discipline and attendance challenges, as well
as student support services available to Center
Street students.
The Board members quickly approved
consent agenda items, including an American
Revolution Assembly that will take place at
Center Street in April. Moore then highlighted
the October informational calendar, noting the
District’s participation in The Great American
Shakeout on Thursday, October 19.
Board member reports followed, with
Vice President Emilee Layne emphasizing
the importance of stout participation in the
upcoming (October 29) SKECHERS Walk and
the revenue it can produce for the District.
Member Jim Garza, in his comments, touted
the UCLA/High School partnership involving
PLTW. Capping the meeting, Moore’s
Superintendent’s report covered the recent
Centennial celebration.
El Segundo Teachers Association President
Al Luna then approached the podium and
noted the passing of Manhattan Beach educator
Sandy Casey, who lost her life in the
recent carnage in Las Vegas. Board President
Bill Watkins adjourned the meeting with a
moment of silence honoring Casey.
The next regularly scheduled El Segundo
School Board gathering is penciled in for
Tuesday evening, October 24. •
