bedrooms (537 square feet) and charge the higher
rent to future new tenants. Latta estimated that
this could yield about $9,000 more in monthly
revenue. The construction work would also be
conducted piecemeal over time as people leave
the studio units.
The idea of the size upgrade didn’t sit well
with Councilmember Don Brann, who worried
about mobility issues for seniors using walkers
or knee scooters and having to navigate
around walls. Latta said any layout revisions
would include ADA and safety measures.
Councilmember Carol Pirsztuk suggested
instead raising the rent for future single units
that will become available rather than building
a wall to accommodate a separate bedroom.
The second idea was to take the Park Vista
parking lot on Penn Street and use a chunk of
the space to build 24 brand-new units (Latta
suggested they be singles in order to maximize
the total number of seniors who might live there,
but the configuration could also be mixed) to
add another $9,000-plus to the monthly take.
He also indicated that the move would only
result in the loss of a couple of parking spaces.
Lastly was the option described by Latta
as “the kicker.” Because Park Vista is a Cityowned
facility, any construction or repair must
go through the Public Works Department’s
prevailing wage process. The upshot is markedly
increased costs for projects that otherwise might
have been priced much lower. As an example,
a roof contractor bid of $125,000 ended up at
$390,000 after going through Public Works. A
much-needed major plumbing revamp initially
estimated at $600,000 could easily edge to
$1 million or more. In the meantime, crews
continue to come in for smaller jobs such as
fixing leaks, but it all adds up—with $70,000
in cumulative repairs, according to Latta. “It
doesn’t make sense to keep dropping more
money down the drain,” he said. The goal
then is to somehow relieve Park Vista of the
requirement to use Public Works for repairs.
In addition to the monetary issues noted, it
has also been a challenge getting Park Vista
needs prioritized since Public Works is already
backed up with many other projects.
City Attorney Mark Hensley said one way
around the Public Works dilemma is if Park
Vista becomes a non-profit entity. Under one
possible concept, a corporation that only operates
affordable housing could come in and
buy the facility. But that would mean loss of
City control over the property and the potential
for non-El Segundo residents to move there.
Hensley thought another option might be to
lower rents below a certain threshold so as
not to have to pay prevailing wages—if the
difference in construction costs makes sense
financially.
“Other cities have found ways around this,”
Latta said, and Hensley will continue to research
the matter. City staff will also come back with
input on all of the options. Mayor Pro Tem
Drew Boyles noted that it was paramount to
find a way to avoid paying prevailing wages
while still maintaining City control and local
residency requirements. Reducing construction
costs will be critical in order to build any new
units on the property.
Park Vista, located at 615 E. Holly Avenue
and overlooking Recreation Park, originally
opened in 1987. To qualify for affordable
housing, prospective tenants must be at least
62 years old, meet prescribed financial criteria
and be an El Segundo resident for at least one
year prior to applying. The complex consists of
a five-story and four-story wing with 97 single
and one-bedroom units and three different floor
plans available. The complex features an exercise
room and an outdoor patio. A year before the
grand opening, the City established the sevenmember
Senior Citizen Housing Corporation
Board to “actively oversee the management,
operation, maintenance and finances of Park
Vista.” The Housing Board in turn enlists a
management company to operate the facility.
The El Segundo-based Cadman Group has
fulfilled that role for over a decade. •
