Lillio reported that the cities of Hawthorne
and Montebello currently have 0.75
percent sales tax increases on upcoming
ballots, with El Monte at 0.50 percent. He
added that numerous other municipalities are
contemplating similar initiatives. Going to
ballot will require approval by at least four
of the Council members. The group will also
consider whether to include a sunset clause
(as is the case with County measures H and
R that raised the sales tax by 0.25 and 0.50
percent respectively) where the particular
increase expires by a predetermined date.
The Council was not open to raising the
UUT from current levels (assessed only on
businesses at three percent for electric and
gas and two percent for phones). Each one
percent increase in UUT would result in $1.7
million in additional annual revenues for the
City. If residents were to pay UUT, each
one percent would yield $625,000 in new
yearly revenue. Lillio noted that many cities
don’t have UUTs--but of the ones that do,
El Segundo is the only municipality where
residents pay nothing. He also pointed out
that El Segundo’s UUT runs about half of
the area average levied on businesses.
The BLT discussion was lengthy and
complicated, as Lillio presented options to
revise head count and square footage charges
in calculating the tax. He also spoke of possibly
reducing the current 40 percent sales tax
credit businesses can use to offset the BLT
(to 10 percent, or even eliminating the credit
altogether). Mayor Suzanne Fuentes noted that
the sales tax credit was lauded as a key selling
point for El Segundo when it twice won the
most business-friendly city award. Ultimately,
the Council asked staff to do further research
on the BLT—specifically to clean up existing
code language and consider ways to assess
the tax on services such as Uber and Airbnb.
Looking at the fiscal future, City Manager
Greg Carpenter remarked, “We know we have
a problem two years from now.” According
to current estimates, the City projects a
$500,000 deficit in 2018/19 that will swell
to $2 million the following year and over
$5.5 million by 2022/23. Growing pension
unfunded liability is the biggest culprit,
though the City has begun to address the
issue and Lillio reported that he will come
back to the Council early next month with
some potential solutions.

the “what’s next?” stage after rejecting the
TopGolf project two weeks prior. At the
Mayor’s request, the group began discussions
to develop a Request for Proposals (RFP) to
explore future management and/or alternate

neighboring communities. The Mayor Pro
Tem went on to say that “there’s not enough
green space” in town and that the golf course
is “not a green space that benefits all the
people.” Fuentes issued a reminder that the
City will receive four acres in a few years
from the Raytheon development to use as
additional park space.
Brann suggested to impose a timeline for
the task force to report to Council and get
the RFP going as soon as possible—as well
as speak to Chevron “about the definition
of recreation” to determine the scope of
permitted uses. “It’s time to turn the page,”
Brann said. Also part of the process will be
discussions to increase golf course fees, with
the golf subcommittee involved as well as
Recreation and Parks Director Meredith Petit
and the Recreation and Parks Commission.
Pirsztuk hoped to get her colleagues’ support
to reroute $200,000 the Council had previously
CenterCal had committed $400,000 as part
of the TopGolf agreement towards lighting,
with the City covering the balance. With the
TopGolf project dead, the City now lacks the
extra funds to complete the lighting rehab.
Pirszuk suggested reallocating the funds
towards parks facility maintenance—and
have the Recreation and Parks Commission
evaluate needs and prioritize where to spend
the money. Boyles supported her motion, but
Fuentes and Brann dissented while Councilmember
to use the money for improvements at The
Lakes. The Mayor spoke of the golf course
being “sadly neglected for five years” and
preferred to put the money in a “parking lot”
for now. With the 2-2-1 vote, the dollars will
indeed reside in that parking lot. •

THE DATE OF THE CITY’S GENERAL
MUNICIPAL ELECTION TO THE FIRST

SUMMARY OF ADOPTED ORDINANCE
The general municipal elections for the
City of El Segundo are currently held
the second Tuesday of April in each
even-numbered year. Government Code
§ 14052 prohibits a city from holding
an election other than on a statewide
election date, if holding an election on
a non-concurrent date has previously
resulted in voter turnout for of a regularly
scheduled election that was at least 25%
less than the average voter turnout within
the city of four previous statewide general
elections. The City of El Segundo did not
meet the qualifying criteria to continue to
conduct stand-alone elections and legally
is required to move its elections to the
date of the statewide general election.
The City desires to change its municipal
election to the first Tuesday after the first
Monday in June 2022, an established
election date listed in Elections Code §
1000. In order to accomplish the change
in election date, the term of City Council
Members elected in April 2018 who would
otherwise be up for election in April 2022,
would be extended to June 2022.
The whole number of members of the
City Council of said City is five; that
the foregoing Ordinance No. 1557 was
duly introduced by said City Council at
a regular meeting held on the 5th day of
September 2017, and was duly passed
and adopted by said City Council,
approved and signed by the Mayor,
and attested to by the City Clerk, all at
a regular meeting of said Council held
on the 3rd day of October, 2017, and the
same was so passed and adopted by the
following vote:
