The CITY COUNCIL will hold a public hearing on:
Extension of Moratorium on Permit Issuance for Marijuana-Related Land Uses
Address: Citywide
Project Description: Consideration of an Interim Ordinance to extend the moratorium on permit
issuance for marijuana-related land uses within the City to allow the City additional time to
consider amending Title 15 of the El Segundo Municipal Code. On November 15, 2016, the City
Council considered three ordinances in light of the statewide initiative adopted by voters entitled
the “Control, Regulate and Tax Adult Use of Marijuana Act”: two ordinances (an urgency
ordinance and a regular, non-urgency ordinance) expressly prohibited commercial marijuana
activity in the City, and a third, urgency ordinance prohibiting permit issuance for marijuana-related
land uses within the City for 45-days. The latter ordinance was scheduled to expire on December
30, 2016. On December 20, 2016, the City Council adopted an ordinance that extended the
moratorium to November 14, 2017. If adopted, the proposed ordinance would allow a second and
final extension of the moratorium that would expire on November 14, 2018.

Environmental Determination: The proposed ordinance is not subject to environmental review
under the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and
15060 (c)(3) of the CEQA Guidelines because it is an activity that will not result in a direct or
reasonably foreseeable indirect change to the environment and it is not defined as a project under
Section 15378.
Further Information: Pursuant to Government Code section 65858(d), the City will issue a written
report describing the measure taken to alleviate the condition which led to the adoption of the
urgency ordinance. The report will be available for public inspection in the El Segundo Planning
Division, 350 Main Street, El Segundo, California.

Extension of a Vesting Tentative Map
Project Address: 2000 to 2100 El Segundo Boulevard,
Project Description: The request is for a 1-year extension for a Vesting Tentative Map that was approved for a
mixed-use development at 2000-2100 El Segundo Boulevard (El Segundo South Campus Specific Plan
(ESSCSP)). The 142 acre project is bordered by El Segundo Blvd. to the north, Light Industrial to the south, and
is between Continental Blvd. and Nash St. This project was approved on December 1, 2015. This is the first
request for an extension of the map.

Project Description: A proposed amendment to the El Segundo Municipal Code (ESMC) Chapters 4 and 15, to
allow Short-Term Rentals of single-family residential units, accessory dwelling units, residential condominiums, or
one apartment unit through a Short-Term Rental Unit Permit process in the City’s Residential zones.

Please note that the proposed Code amendments were initially reviewed by the Planning Commission on July 27
and August 10, 2017. At the August 10th hearing, the Planning Commission adopted a resolution recommending
that the City Council approve the proposed amendments. The City Council is the final decision-making body for
the Short-Term Rentals Code amendments.

The El Segundo Climate Action Plan

Project Description: The City of El Segundo has worked with South Bay Cities Council of Governments and its
consultants to select city-specific measures and strategies to reduce its GHG emissions and prepare a Climate
Action Plan (CAP). These are detailed in the CAP (and its appendices). This 2-year effort was funded through
grants from South California Edison, The Gas Company, and Metro’s Strategic Growth Council.
The City previously approved the Energy Efficiency Chapter. The City Council will now consider the complete
CAP, which consists of chapters for Land Use and Transportation; Energy Efficiency; Waste; Greening; and,
Energy Generation and Storage. These chapters detail the City’s selected measures and strategies for the
reduction of GHG emissions.

Environmental Determination: Exemption. The proposed Climate Action Plan is not subject to the requirements
of the California Environmental Quality Act (CEQA) in that it does not meet the definition of a project pursuant to
14 California Code of Regulations § 15378. The approval of the Climate Action Plan does not include enactment
or amendment of the El Segundo Municipal Code, or the adoption and amendment of the General Plan or elements
thereof. Furthermore, even if the Climate Action Plan is considered a project, it is exempt from the requirements
