County Animal Control. Chevron and U.S.
Air Force officials will also be on hand. “This
will be a great event for families to attend and
enjoy the conveniences of the Farmer’s Market
while also learning about personal and family
safety and disaster preparedness,” Collins said.
El Segundo’s unique and diverse business
community features a number of industrial and
manufacturing companies that deal in hazardous
materials. As a result, emergency preparedness
in this sector is also a huge focus. “We hope to
develop a program that increases safety, security
and emergency information sharing among area
businesses in near real time,” Collins said. The
City also plans to pursue a public awareness
campaign to educate residents, employees and
visitors about El Segundo hazards, plans and
preparedness actions. “Social media posts about
disaster preparedness have already increased.
There are plans in the works to increase outreach
at special events and on El Segundo TV.”
With the spate of aforementioned calamities
serving as constant reminders, the sobering message
rings true that no jurisdiction is entirely
safe no matter how stringent the precautions.
At the same time, those very precautions can
often be the difference between life and death.
“Every person needs to prepare and have a plan
for a disaster to occur while at home, while
travelling and at work,” Collins emphasized.
In the public safety realm since 1998,
Collins has plenty of first-hand experience
when it comes to witnessing the aftermath of
catastrophic events—having served in over 25
federally-declared disasters. The most recent
was Hurricane Harvey, where the State of
Texas specifically requested for him to assist
in a special planning project. He spent two
weeks in College Station, Texas where he
worked alongside other incident management
professionals and analyzed actions taken after
the disaster. “We developed recommendations
for Texas, as well as other states, and also made
national recommendations to improve disaster
response given the critical shortages of resources
due to ongoing and multiple disasters including
other hurricanes and wildfires,” Collins said.
Meanwhile, Collins will head to Long Beach,
New York this weekend where he and fellow
emergency responders will be honored in a
ceremony commemorating the five-year anniversary
of Hurricane Sandy on October 29.
Collins served as a deputy incident commander
in that community for two weeks after the storm.
“I’m eager to see the city [Long Beach] five
years into recovery,” he said. “Recovery from
such disasters does not happen overnight, but
takes many years of hard work.”
Though only a few months into the job in El
Segundo, Collins indicated that he is encouraged
by the already “significant improvement” in
preparedness levels and systems for the City.
“The support from Mayor [Suzanne] Fuentes, the
rest of the City Council, and City Manager Greg
Carpenter has been amazing,” he said. “Also
our new Police Chief Bill Whalen and Fire Chief
Chris Donovan have been great advocates of
change for improvement. In other communities
I’ve worked in, I’ve run into frustrating
bureaucracy and resistance to change. In El
Segundo, the desire to be leaders in emergency
preparedness and the emphasis on best practices
by this governmental team has been extraordinary.
I look forward to making progress with
the City’s emergency preparedness goals.” •
