Project Description: The project consists of demolishing the existing 8,101-square-foot office building and
constructing a new single-story 4,696-square-foot restaurant in its place, along with modifications to the existing
onsite vehicular parking and circulation, and new landscape improvements. The restaurant would have a 112-
person seating capacity, a window for drive-through service, and drive-through lanes with a queue capacity of
approximately 19 vehicles accessed via Maple Avenue. An outdoor patio area would be located at the
southwestern corner of the site.

Previous Public Hearing: The Planning Commission considered the project on January 25, 2018, at which time
the Planning Commission continued the hearing with no date specified, allowing time to prepare additional
circulation studies and possible redesign of the project site. The studies have been completed and the site has
been redesigned to provide for two driveways along Sepulveda Boulevard, rather than three. At the forthcoming
April 26th public hearing, the Planning Commission will consider further public testimony prior to making decision
on the project.
Environmental Determination: Mitigated Negative Declaration. An initial study of environmental impacts was
prepared pursuant to 14 California Code of Regulations § 15063 (“CEQA Guidelines”), and circulated for public
review and comment between November 1, 2017 and January 4, 2018. The proposed environmental

tremendous people and will be a real asset to
the City and its residents.”
Barden, a health care professional, described
campaigning as an “eye-opening experience,”
but a positive one despite falling short in her
bid. “I feel so much closer to the community,”
she said. “I look forward to Scot and Chris’
leadership and I look forward to the future
of El Segundo. I thank all of those who
supported me.”
Councilmember Don Brann, who authored
the ballot argument in favor of Measure C, was
pleased by the overwhelming voter support. “It
was hugely important for our residents to pass
Measure C to ensure that the next time the
County raises the sales tax, the additional monies
will go to the City of El Segundo instead of the
County – from whom we have benefited only
in a minuscule way in their past tax increases,”
he said, “Our community has its own history
of being wary of any potential tax increase no
matter the reason for it or degree of support
from the major stakeholders in town. So on
behalf of the City, I thank the residents who
supported Measure C. It is a vote that could
very well save us financially down the line.”
For the foreseeable future, El Segundo
residents will continue to pay the current 9.50
percent sales tax. Measure C will trigger if the
County places its own sales tax increase on a
future ballot – and will only stay in place if
voters pass it. If implemented, the additional
three-quarter-percent could generate another
$9 million annually to City coffers and help
address projected budget deficits in the coming
years stemming from growing pension liability.
Meanwhile, Mayor Suzanne Fuentes and
Councilmember Mike Dugan – who chose not
to seek reelection -- will still be in tow for next
Tuesday’s Council meeting and possibly also
for a special meeting tentatively slated (as of
press time) for April 30. Nicol and Pimentel
cannot be sworn in until election results are
certified. The oaths must also be administered
at a regular public meeting, putting their start
date at May 1. That evening will also see the
selection of the mayor and mayor pro tem
positions for the next two years. •
