month in Indian Wells; renewal of a student
teaching agreement with Loyola Marymount
University; and sundry agreements involving
facility maintenance and upgrades.
The law firm of Atkinson, Adelson, Loya,
Ruud, & Romo will continue to provide the
District with services for the next three years.
The PLTW contract will allow the elementary
schools, the Middle School and the High
School to continue to run their successful tech
programs for the foreseeable future.
The Middle School will again be participating
in the Los Angeles County Office of Education’s
Outdoor Science School early in 2018,
giving the students the opportunity to learn
about and observe nature during their five-day,
four-night sojourn from campus.
Twenty-six high school cheerleaders attended
the July 21-23 camp that took place at the Hyatt
Regency Resort in Indian Wells, sharpening
their performance techniques and participating
in team-building exercises. The Board retroactively
ratified their participation on Tuesday.
Also approved was a renewal agreement
with LMU to have the university continue
to provide the District with student teachers
from the teacher preparation program. The
program allows the college students to explore
and hone their teaching skills, while providing
ESUSD learners with the chance to experience
different instructors.
Action items on the agenda during the
60-minute meeting included the approval of the
District’s college and career readiness plan. The
plan, according to District-provided information,
will “build upon our resources to ensure access
and equality for all of our students, provide
professional development, provide counseling
regarding college admission and financial aid,
create a committee to strengthen Advanced
placement course enrollment, participation, and
results; and increase the collaboration between
the District and post-secondary institutions to
support transitions.”
Moore then highlighted upcoming dates of
importance, which include Tuesday’s first day
of school, and back-to-school nights taking
place in September.
During the reports portion of the meeting,
Board member Jim Garza thanked all involved
in the PLTW effort, calling it a “phenomenal
program.” He also expressed his concern about
the supervision and possible ramifications of
conflicts with what he termed “non-approved
user groups” who are utilizing District fields
and facilities.
Board member Jeanie Nishime noted her
recent “retired” work status, and said she was
looking forward to the opportunity to devote
more time to the issues and students in ESUSD.
The next regularly scheduled El Segundo
School Board meeting will take place on
Tuesday evening, September 12, with Watkins
calling the meeting to order at 7 p.m. •

Public Hearing Notice
A public hearing will be held before the
City Council for the project described below
Subject: Proposed “The Lakes Specific Plan” and Topgolf at 400 S. Sepulveda
Project Description: The proposed The Lakes Specific Plan (TLSP) consists of the
26.55-acre area that currently comprises The Lakes at El Segundo. The project proposed
for the approximately 12-acres located within the southern portion of the project site
would replace the existing driving range w ith a 3-story golf-themed, commercial
recreation and entertainment facility including hitting bays, restaurant/bar, and accessory
uses operated under the “TopGolf” brand. Other project improvements include
modifications to the fairways and layouts of six holes at the existing golf course, parking
lot expansion, replacement of existing net poles, and demolition and replacement of the
clubhouse/pro shop. The project entitlements include a General Plan Amendment; Zone
Change; Zoning Text Amendment; Site Plan Review; Lot Line Adjustment; and
Conditional Use Permit.
On June 8, June 22, and July 13, 2017, the Planning Commission held public hearings,
and on July 13 adopted resolutions recommending that the City Council certify the Final
EIR and approve the project.

Environmental Determination: An initial study of environmental impacts was prepared
pursuant to 14 California Code of Regulations, Section 15063 (“CEQA Guidelines”).
Based on the findings of the Initial Study, the Planning Department determined that
preparation of an Environmental Impact Report (EIR) was required. The EIR concludes
that the project would have less than significant impacts, or no impacts, in the areas of
Aesthetics, Agricultural Resources, Biological Resources, Cultural Resources, Geology
and Soils,Greenhouse Gas Emissions, Hydrology and Water Quality, Land Use and
Planning,Mineral Resources, Population and Housing, Public Services, Recreation,
Transportation/Traffic, and Utilities and Service Systems. The EIR finds that the project
has the potential for significant impacts to Air Quality, Hazards/Hazardous Materials, and
Noise; however, each of these potential impacts can be mitigated to less than significant
levels with the implementation of mitigation measures. A Mitigation Monitoring and
Reporting Program was prepared to ensure the mitigations measures recommended in
the EIR are properly implemented in the event the project is approved. The EIR reflects
the independent judgment of City staff and considers project design features, site and
surrounding environmental conditions, previous environmental evaluations, standard
construction/engineering practices, and potential future projects.

The bid must be accompanied by a bid
bond, made payable to the City of El
Segundo for an amount no less than ten
percent (10%) of the amount bid for the
base contract.
No bid will be accepted from a Contractor
who has not been licensed in accordance
with the provisions of the State Business
and Professions Code. For these projects,
those acceptable classes of license
shall be “A” – General Engineering
Contractor, “C-8” – Concrete Contractor,
or “C12” – Earthwork and Paving
Contractor. The successful Contractor
and his Sub-Contractors will be required
to possess the correct license for their
project classifications, and valid City
Business Licenses from the City of El
Segundo.
The City of El Segundo reserves the
right to reject any or all bids, to waive
any irregularity, and to take all bids under
advisement for a period of ninety (90)
calendar days.
Any contract entered into pursuant
to this notice shall become effective
or enforceable against the City of El
Segundo only when the formal written
contract has been duly executed by the
appropriate officer(s) of the City of El
Segundo.

Public Hearing Notice
A public hearing will be held before the
City Council for the project described below
Subject: Proposed “The Lakes Specific Plan” and Topgolf at 400 S. Sepulveda
Project Description: The proposed The Lakes Specific Plan (TLSP) consists of the
26.55-acre area that currently comprises The Lakes at El Segundo. The project proposed
for the approximately 12-acres located within the southern portion of the project site
would replace the existing driving range w ith a 3-story golf-themed, commercial
recreation and entertainment facility including hitting bays, restaurant/bar, and accessory
uses operated under the “TopGolf” brand. Other project improvements include
modifications to the fairways and layouts of six holes at the existing golf course, parking
lot expansion, replacement of existing net poles, and demolition and replacement of the
clubhouse/pro shop. The project entitlements include a General Plan Amendment; Zone
Change; Zoning Text Amendment; Site Plan Review; Lot Line Adjustment; and
Conditional Use Permit.
On June 8, June 22, and July 13, 2017, the Planning Commission held public hearings,
and on July 13 adopted resolutions recommending that the City Council certify the Final
EIR and approve the project.

Environmental Determination: An initial study of environmental impacts was prepared
pursuant to 14 California Code of Regulations, Section 15063 (“CEQA Guidelines”).
Based on the findings of the Initial Study, the Planning Department determined that
preparation of an Environmental Impact Report (EIR) was required. The EIR concludes
that the project would have less than significant impacts, or no impacts, in the areas of
Aesthetics, Agricultural Resources, Biological Resources, Cultural Resources, Geology
and Soils, Greenhouse Gas Emissions, Hydrology and Water Quality, Land Use and
Planning, Mineral Resources, Population and Housing, Public Services, Recreation,
Transportation/Traffic, and Utilities and Service Systems. The EIR finds that the project
has the potential for significant impacts to Air Quality, Hazards/Hazardous Materials, and
Noise; however, each of these potential impacts can be mitigated to less than significant
levels with the implementation of mitigation measures. A Mitigation Monitoring and
Reporting Program was prepared to ensure the mitigations measures recommended in
the EIR are properly implemented in the event the project is approved. The EIR reflects
the independent judgment of City staff and considers project design features, site and
surrounding environmental conditions, previous environmental evaluations, standard
construction/engineering practices, and potential future projects.
