of aircraft inbound or leaving LAX, and
neighbors are often advised that the weather
was likely the reason why planes were louder
than normal on a given day. It’s not always
a matter of perception when plane noise gets
reported. Last week, LAX closed the south
inboard runway nightly for five hours to complete
construction on the runway’s safety area.
Beach city residents to the south of the airport
were warned to expect more noise overnight
from 1 to 6 a.m. because the outer runway
would be busier with inbound and outgoing
air traffic. The inner runway was expected to
reopen on August 21, the airport said.
LAX also assured South Bay residents that
nighttime air traffic will continue to use an
eastbound approach from the ocean between
midnight and 6:30 a.m.
The Los Angeles airport authority launched
the LAWA Noise Management comment system
on August 1, 2016 to allow the public to submit
noise concerns and for the airport staff to collect
and study the issues reported by individuals.
People as far north as Thousand Oaks and in
Huntington Beach to the south have filed noise
complaints through the LAX system over the
past 12 months. In most cases, the comments
from far-reaching comments are found to have
no connection to activity at LAX.
Often, a single event will trigger multiple
complaints at the LAX noise-reporting site.
Officials ask anyone filing a noise complaint
to provide their address and city to allow staff
to identify disturbances and trends in specific
neighborhoods surround LAX. There are four
ways to report aircraft disturbances to LAX administrators,
who are required to follow up and
make an investigation based on aircraft that were
in the air at the time of a reported incident:
• Complete a noise complaint form at www.
planenoise.com/lawa/nR9k3pXb/lax/.
• Log on to LAX WebTrak Site to track flights
in real time. Users can view, identify aircraft
operations and perform self-investigation,
according to LAX officials. Click on the
online comment form tab at the top left hand
corner, then the “Comment Form” button.
• Download the LAX Mobile Web App from
an iPhone or Android mobile device at the
link: http://www.planenoise.com/mobile/lawa/

• For those who prefer to call and speak with
an airport staff member, there is a 24-hour
LAX Aircraft Noise Comment Line at (424)
64-NOISE or (424) 646-6473. LAX “makes
every effort to answer the line whenever
possible,” it says. Callers who can’t reach
a staff person should leave a detailed message,
including the date and time when an
aircraft created excessive noise, was flying
low or performed a questionable maneuver
in LAX airspace.
For unexplained reasons, the number of
individuals reporting aircraft noise and activity
to LAX has jumped 135 percent in the past
year, from 113 in July 2016. Last month, 331
people lodged complaints with the airport. One
individual in Calabasas, northwest of Malibu,
complained 36 times last month. Two Palos
Verdes addresses accounted for 73 complaints
to the airport. That paled in comparison to one
annoyed household in Rosemead, sandwiched
between the Pomona Freeway and the 10
Freeway. A single address in the community
east of downtown Los Angeles objected 64
times last month to LAX traffic. •
The City of El Segundo Recreation & Parks
Department is proud to present the Centennial
Carnival at Chevron Park located at 324 W. El
Segundo Boulevard. This event will be a great
way to end the summer and there will be plenty
of fun for the whole family! Festivities are

live music, jugglers, games and carnival rides. El
Segundo High School groups are coordinating
food booths in an effort to fundraise for their
clubs while the El Segundo Police Department
and El Segundo Non-Profit groups will
participate in the event to provide information
about their organizations and programs.
Parking for the event will be in the structure
located at the corner of Illinois Street and El
Segundo Boulevard. Pre-Sale wristbands for
the El Segundo Centennial Carnival at Chevron
are now available and on sale at the Clubhouse
and Checkout buildings, $4 for admission and
$10 for a fun pass.

first 200 children with a valid Rec ID card and

Aerospace’s Todd Nygren Named
Corporate Chief Engineer
The Aerospace Corporation (Aerospace)
announced last week that Todd Nygren has
been named corporate chief engineer and
general manager of the Corporate Chief
Engineer’s Office effective immediately. In
this role, Nygren will provide leadership to
further evolve and advance mission assurance
practices and identify opportunities to facilitate,
foster, and implement emerging engineering
developments and practices, especially as they
relate to the national security space enterprise.
“Todd’s new leadership role will support
the U.S. Air Force’s number one space priority,
the Space Warfighting Construct (SWC),” said
Steve Isakowitz, Aerospace president and
CEO. “Todd and his team bring the technical
expertise, deep capabilities, and innovative
solutions that our customer needs to this new
warfighting domain.”
The SWC is the U.S. Air Force’s vision of
combining transformational and warfightingfocused
command initiatives to maintain the
nation’s space superiority in the 21st century.
Nygren joined Aerospace as a summer hire in
1985. He became a member of the technical staff
in 1987, supporting mission planning for military
missions on the Space Transportation System for
the Space Test Program. Throughout his career,
Nygren has excelled in a series of leadership
positions. Most recently, he was the general
manager of the Systems Engineering Division,
leading bicoastal work to support customers
in space systems architecture and design,
acquisition and planning, mission assurance
and system analysis, and simulation. Nygren
earned a bachelor’s degree in mathematics
from Bethel College and a master’s degree in
system architecting and engineering from the
University of Southern California.

Support Group for Families with
Mentally Ill Members
The South Bay Affiliate of the all-volunteer
non-profit National Alliance on Mental Illness
(NAMI) is offering a Family Support Group
for those with a person with a mental illness
in the family from 7 to 8:30 p.m. on the
fourth Monday of the month starting August
28 in the Rose Garden Room, El Segundo
Library at 111 West Mariposa Avenue. This is
in addition to support groups offered in other
South Bay locations and to the educational
programs on mental illness provided by
NAMI South Bay. It is open to adults with
a loved one who live with a mental illness.
It is free of cost to participants. No specific
medical therapy or medication is endorsed
or recommended.
Persons should attend who desire to improve
coping skills and discover inner strength, find
hope in knowing they are not alone, learn
from the collective knowledge and experience
of other participants and gain support in a
confidential setting.
NAMI South Bay is an affiliate of NAMI
California and NAMI National. NAMI is
the nation’s largest grassroots mental health
organization providing advocacy, education,
support and public awareness so all individuals
and families affected by mental illness can

Safety Improvements
Completed at LAX Runways
Los Angeles International Airport (LAX)
has completed mandatory safety improvements
to all four of its runways, and
those are once again operating at their full
length. The U.S. Congress required all the
nation’s airports to undertake Runway Safety
Area (RSA) improvements that provide an
extra margin of safety for landing and
departing aircraft. RSAs provide a buffer
zone should an aircraft overshoot, overrun
or veer off a runway while landing or taking
off. RSAs are typically 1,000 feet by 500
feet at each runway end and 250 feet from
the runway centerline. The RSAs are not
runway extensions.
The RSA improvements at LAX began
in March 2015, and were phased in to limit
impact to operations. The RSA work also
provided an opportunity for LAX to perform
other airfield improvements and runway
maintenance.
Airport officials consulted with airline
partners, the Federal Aviation Administration
(FAA), and neighboring communities on flight
management plans to minimize impacts to
surrounding communities and air travelers
during construction.
The final RSA improvements on Runway
7L-25R were completed last weekend, and
the runway reopened at its full 12,091-foot
length on Monday. Work on Runway 7L-25R
began in October 2016, following completion
of the RSA construction on Runway 6R-24L.
Runway 7L-25R remained operational
starting in October 2016 in a shortened configuration
while its east end and adjoining
taxiways were reconstructed. It then closed
in late April to allow for maintenance and
rehabilitation work, electrical revisions and
the start of RSA improvements on the west
end of the runway. The runway reopened
in a shortened configuration in late May
while west end RSA work continued, before
completion this weekend and reopening today
full length.

Street, vehicle versus wall.

Boulevard. A ring was reported missing.
Traffic accident (with injuries) occurred at
0815 hours in the intersection of El Segundo
Boulevard and Sepulveda Boulevard, vehicle
versus motorcycle.
Violation of a child custody order report
was taken at 2030 hours from the 100 block
of Main Street.
One female adult was detained at 2110 hours
from the 400 block of East Grand Avenue and
transported to Marina Del Rey Hospital for a
72-hour psychiatric evaluation.
Friday, August 11
An online lost property report was taken at
0530 hours from the 200 block of East Grand
Avenue. An iPad was lost at the location.
A found property report was taken at 0535
hours from El Segundo Boulevard and Continental
Boulevard. An iPhone was found.
A traffic accident (with injuries) occurred at
0540 hours at Douglas Street and El Segundo
Boulevard, motorcycle versus curb.
A burglary (vehicle) report was taken at
0829 hours from the 700 block of Eucalyptus
Drive. Unknown suspect(s) gained entry into
the victim’s vehicle by smashing the driver side
window. Unknown if any items were taken.
One male adult was arrested at 1248 hours
from Coral Circle and Douglas Street for possession
of a controlled substance and possession
of drug paraphernalia.
An annoying/threatening phone calls report
was taken at 1300 hours from the 900 block
of North Nash Street.
A stolen license plate(s) report was taken at
1336 hours from the 200 block of West Oak
Avenue. Unknown suspect(s) removed the
front license plate from the victim’s vehicle.
One male adult was arrested at 1501 hours
from the 100 block of West Imperial Avenue
for violation of a domestic violence restraining
order and three outstanding LAPD misdemeanor
warrants.
A misdemeanor hit and run report was taken
at 1638 hours from the 300 block of Main
