Watkins and his wife Carol moved to town
in 1972, have two children (Eric and Carrie)
who are both El Segundo High graduates, and
five grandchildren. Carrie followed in her dad’s
footsteps as an instructor and her daughter Eden
is on the way to her own credential.
Watkins’ final day on the dais was on Nov.
13 (as it was for fellow colleague Dr. Jim
Garza, who also enjoyed a lengthy academic
career in El Segundo and is now the principal
at Bishop Montgomery High) and the School
Board welcomed two new members – Paulette
Caudill and Tracey Miller-Zarneke -- during
its meeting this week. Any words of wisdom
for the newbies? “I feel with the passing of
the current bond and the sale of Imperial
Street School, that the future boards will be
able to concentrate on education and we will
have funding to maintain the buildings and

construct new classrooms, labs and facilities,”
Watkins said. “The primary focus going
forward is providing the finest education for
our students.”
Asked if he could change anything about his
career if he could go back in time, Watkins said
he would not. “If you look at where our school
district is right now, it’s in the best hands,” he said.
“Excellent teachers. Excellent administrators.
Excellent school board.” That being said, he
admitted that change itself is a continual process
and has been from day one. After all, when he
first became a teacher in his early 20s, students
used pencils -- computers in the classroom were
not even a remote thought. “Education like
everything is a dynamic process,” Watkins went
on to explain. “We have to be ready as we move
further into the 21st century. We need to be
prepared to move ahead and evolve with technology
and embrace it. Everyone I knew did.”
Yet while a fan of technology, Watkins has not
taken to things like social media. “I’m not on
Facebook and Twitter, but I do email.” Perhaps
the biggest change he has seen over the course
of his career is the mindset of education. “It
has become that we need to educate more of
our students to prepare them for colleges and
universities than was the focus when I first
started teaching. More people went into trades.
We have truly become more university-focused.”
While Watkins has positively impacted
countless lives in his various roles as teacher,
administrator, superintendent and school board
member, he was quick to credit others. “I have
worked with nothing but the finest people and
it is what has made the job so enjoyable – it
has been a wonderful time,” he said. “It has
also been one of the joys of our life to live in
El Segundo and be a part of the community.”
He summed it all up by saying just how lucky
he has been. “I’ve always felt blessed to be in
education. On the very first day that I taught,
I came home and told Carol that I couldn’t
believe that I was actually being paid to do
this. And I felt that way the whole time I’ve
been involved in education…” •

developed and how it dovetails with District’s
mission statement.
According to District-provided notes, the profile
“describes the expectations our community
believes are required of our graduates who can
be the successful leaders of tomorrow,” noting
that “the districts that have already engaged
in this nationwide initiative have discovered
many ways to use the graduate profile as a
means for transformative change.”
Last but not least was the presentation debut
of new Chief Business Official Kimberlie Linz.
Linz, who was selected to replace the retiring
Susan Aceves, comes to El Segundo from the
neighboring Manhattan Beach Unified School
District, where she held multiple positions in her
10-year stint there. She presented the financial
“first interim report,” which is required by the
Educational Code. The District is filing a positive
certification, which means that it can meet
its financial obligations for this schoolyear as
well as for the next two.
Linz emailed that “she was thrilled” to be join
ESUSD, noting how “schools are at the center
of the community.” She spoke of the positive
certification, also mentioning that because of
state funding formulas, El Segundo “remains
one of the lowest funded districts in the state”
-- but that “sound fiscal planning and strategic
decision-making by the Board continues [to
keep] the District on sound fiscal footing.”
Moore had said prior to the meeting that
the positive certification was good news, but
also emphasized that “the budget is tight, with
unfunded mandates.”
Among the consent agenda items that the
Board took action on were the approval of an
Eagles’ Nest Roundhouse Aquarium Outreach
Program slated to take place in late January;
a music center assembly for the students at
RSS calendared for March 11 and expected
to broaden students’ perspectives of other
cultures; an agreement with VPLS Solutions
to increase the District’s ramp-up of technology;
and an agreement of renewal with School
Services of California to provide assistance
on issues related to school finances, legislation
and budgeting.
Prior to the meeting, Moore noted a key
loss, with the resignation of Performing
Arts Center Director of Theatre Operations
Angelique Roque. “She is tremendously
talented,” Moore said. “We are going to
really miss her.”
Among the action items, the Board passed
a resolution approving “forward-funding,”
with the members approving District advancement
of “certain of its own funds” to address
necessary projects. The expenditures will be
reimbursed when the recently passed bond
money starts to become available, which is
currently slated for May 2019. The Board also
approved the establishment of an independent
citizens’ oversight committee to “watchdog”
the bond spending, as well as the final authorization
of the earlier noted first interim
budget filing and the “Profile of a Graduate.”
Moore said the establishment of the citizens’
oversight committee to look at bond
spending is critical to the District, with an
“open invitation to the entire community” to
participate and engage in the process. She
added that the selection of the committee
members must adhere to strict guidelines.
The only information pending postings on
the agenda involved Board policies. After
that, Moore noted highlights on the upcoming
informational calendar, including the Jan. 5
opening of the new Aquatics Center. Board
members reports included the first from
Caudill and Miller-Zarneke.
Moore then gave her report, recognizing
the service that the outgoing Aceves has
given to the District, highlighting, among
other attributes, her work ethic and professionalism.
Cobb adjourned the open portion
of the meeting as the newly formed Board
retreated to a closed session.
With the holidays looming, the next regularly
scheduled meeting of the El Segundo School
Board is set for Tuesday evening, Jan. 22. •
