INVITATION TO SUBMIT BIDS
(Specifications and Conditions
Governing Award)
The City of Inglewood invites and will receive
bids duly filed as provided herein for the
furnishing of qualified “RAPID RESPONSE
LITTER REMOVAL PROGRAM” as specified
in this document.
Each bid shall be submitted and completed in
all particulars and must be enclosed in a sealed
envelope addressed to the City of Inglewood,
The Office of the City Clerk, Inglewood City
Hall 1st Floor, 1 Manchester Blvd., Inglewood,
CA 90301, with the designation of the project
“RAPID RESPONSE LITTER REMOVAL
PROGRAM” appearing thereon.
Bids will be opened in public, on Wednesday,
June 9th , 2021, at 11:00 A.M. in the Office of
the City Clerk, and will be announced then and
there to all persons present. Specifications and
other bid documents for the above service are
on file in the Purchasing and Contracts Services
Division, and may be obtained upon request.
The City Council reserves the right to waive
any irregularity in any bid and to take bids
under advisement for a period not to exceed
sixty (60) days from and after the date bids
are opened and announced.
The following conditions and terms apply:
1) The City Council reserves the right to reject
any or all bids.
2) Attached are detailed specifications and
conditions for bid submission.
3) You must execute your contract within ten
(10) days after the City mails it. If the contract
is not executed within ten (10) days, the City
reserves the unilateral right to cancel it.
4) If any provision of the contract is violated,
the City, after suitable notice, may cancel the
contract and make arrangements to have the
products and or services supplied by others.
Any extra cost to the City will be paid by the
contractor.
5) Bid may be obtained from the Purchasing
and Contracts Services Division located on the
8th floor of City Hall, or call (310) 412-5266.
6) All bids must be for specific amounts. Any
attempt to qualify prices with an ‘escalation
clause’ or any other method of making a price
variable, is unacceptable. Bids shall be valid for
sixty (60) calendar days from and after the date
bids are opened and announced.
7) The City reserves the right to add or
subtract quantities and/or services based on
the unit prices/unit lump sums so indicated as
its budgetary needs may require.
8) Bid documents can be located on the City

Amendment 2021ZA01 – Consideration of an
amendment to the Hawthorne Municipal Code
(HMC) 16.52.050(C), Section 3.3 (Development
Standards) contained in Appendix B (Design
Guide for Highest Density Residential and Mixed
Use Development) of Title 17 (Zoning code),
by eliminating the provision which provides
that “In no case shall a single building occur
in more than one zone simultaneously by
being located across a zone boundary line”.

ENVIRONMENTAL REVIEW: The proposed
zone text amendment is a project
subject to the California Environmental
Quality Act (CEQA) and qualifies for an
exemption from CEQA pursuant to Section
15061(b)(3) (Common Sense Exemption)
of the State CEQA Guidelines (Chapter 3
of Division 6 of Title 14 of the California
Code of Regulations). The activity is
covered by the Common Sense Exemption
that CEQA applies only to projects
which have the potential for causing a
significant effect on the environment.
There is no possibility that the proposed
change to the zoning code may have
a significant effect to the environment,
therefore the activity is not subject to
CEQA. No special circumstances exist
that the proposed change would create a
significant adverse effect on the environment
(i.e. no sensitive species or habitats,
no hazardous sites, no scenic highways,
no historic resources, etc.).
PLEASE NOTE that pursuant to Government
Code Section 65009: In an action or
proceeding to attack, review, set aside, void,
or annul a finding, determination or decision
of the Planning Commission or City Council,
the issues raised shall be limited to those
raised at the public hearing in this notice or
in written correspondence delivered to the

2021GP01 and Change of Zone 2021CZ01
Project Location: located immediately
south of 14115 Cordary Avenue
in the City of Hawthorne, Los Angeles
County (APN 4051-030-016)
Project Description: The proposed
project consists of a General Plan Amendment
and a Change of Zone for a 0.94 acre
property located immediately south of 14115
Cordary Avenue (APN 4051-030-016). The
General Plan Amendment would result in a
change in the General Plan map from the
General Commercial (GC) designation to the
High Density Residential (HDR) designation
and the Change of Zone would result in a
change in the Zoning Map from the General
Commercial – Mixed Use Overlay [C-3 (MU)]
zone to the Maximum Density Residential (R-4)
zone. The purpose of these proposed amendments
are to allow facilitate the development
of an 18 unit supportive housing project for
veterans.
